Senior opportunity to lead pre-construction strategy and tender delivery across complex commercial fit-out and refurbishment projects.
Our client is a well-established commercial fit-out and refurbishment contractor with a strong and growing project pipeline. Due to continued growth, they are seeking an experienced
Pre-Construction Manager
to take ownership of the non-pricing components of the tender process from initial opportunity pursuit through to tender submission and successful project handover to the delivery team.
This newly created role works closely with internal stakeholders across
Sales & Marketing, Estimating, and Construction Management
, as well as external parties including clients, consultants, sub-consultants, building owners, and operators. You will play a critical role in setting the strategy and approach for each tender, developing methodologies, management plans, scopes of work, tender programmes, project team structures, preliminaries, and supporting contract and commercial reviews.
The role is suited to a driven and commercially astute pre-construction professional with a strong background in commercial fit-out and refurbishment projects and the ability to manage multiple concurrent tender pursuits.
The ideal candidate will have:
• Bachelor's Degree in Construction Management, Engineering, or a related discipline
• Ideally
5 years' experience
as a Pre-Construction Project Manager
• Ideally
8 years' overall experience
in commercial fit-out and refurbishment
• Recent and mandatory experience in a Pre-Construction role within fit-out and refurbishment
• Highly experienced in reviewing tenders, submission requirements, and developing tender response strategies
• Strong understanding of construction law, contract negotiations, and construction risk management
• Expert-level proficiency in MS Project and pre-construction process management
• Extensive functional knowledge of fit-out estimating, budgeting, cost management, methodologies, installation techniques, and lead times
• Advanced analytical and problem-solving skills with a strong commercial focus
• Highly organised with the ability to manage competing deadlines and priorities
• Proven experience communicating with senior business leaders and executives
• Experience delivering projects in the
$5–$10m+
range, including multi-level buildings
• Strong capability reviewing drawings, specifications, scopes of work, and construction documentation
• Proficiency in
Procore
• Previous experience across various construction roles (Cadet, Contract Administrator, Project Engineer, Project Manager) highly regarded
Key Accountabilities:
• Managing the full tender lifecycle and non-pricing deliverables
• Leading contract procurement and subcontractor engagement
• Identifying and managing project and tender risks
• Conducting site inspections to identify constraints, risks, and opportunities
• Ensuring tender compliance with legal, HSEQ, and regulatory requirements
• Managing RFIs during the tender process
• Developing and managing project schedules and tender programmes
• Engaging and communicating effectively with all internal and external stakeholders
