Position Objective

The role of the Manager is a leadership and management position. The role of the manager is to develop the capacity of the organisation through the development of staff with particular focus on Therapeutic Specialists, House Managers, Casework Support Officers, On Call Team and Youth Workers to improve outcomes for children and young people. The Manager oversees placement principles and permanency goals. The Manager oversees the operations of Therapeutic Specialists, House Managers and Casework Support Officers to ensure that they are working congruently to achieve permanency goals. The Manager also oversees the ongoing support of Youth Workers within the program. The Manager also completes additional tasks to assist the Director.





Position Summary

The Manager’s role is to provide leadership and ensure that the team is working congruently to achieve outcomes for young people. The Manager’s role provides the opportunity to be autonomous, innovative, and flexible with the response to Children and Young people’s needs. The Manager will work with the team to develop their capacity to practice therapeutically and within the Needs Based Restorative Framework (NBRF). The Manager will have strong leadership skills, be flexible, decisive, creative, and be able to work independently under pressure.



The Manager is to facilitate clear communication to the Department Director around significant events, and also communicate between departments and with their team around organizational and policy changes. The Manager will be responsible for creating a supportive culture of continuous learning. The Manager will oversee, in support of the Department Director, the roll-out of Allambi Care practices, procedures, and policies across the Northern NSW operations.

* Ability to adapt and evolve practice to the needs and requirements of the department through the transition from the previous organisation to Allambi Care.
* Ability to provide meaningful supervision, and reflect on practice in a mindful way, to learn from successes and mistakes to allow growth.
* Ability to work in a high-stress environment, and mentor this to others.
* Ability to take care of self and manage own stress levels in a healthy way and support others to do the same.
* Availability and commitment to working from the Northern NSW office in person 5 days per week.



Professional competencies and skills required

* Experience in working with children and young people with complex and difficult emotional and behavioural issues, within a Foster Care context.
* An understanding of the impact of trauma on children, and their families.
* Theoretical understandings of attachment and trauma-informed care.
* Knowledge of the Child Protection Act, Official Children’s Guardian standards, Permanency and Support Plan, and Human Service Standards.
* Knowledge of the legal and ethical guidelines governing requirements for mandatory reporting.
* Ability to use collaborative practice principles when working with other stakeholders.
* Knowledge of screening, intake, transition, and exit assessment procedures.
* Ability to manage critical incidents utilising Therapeutic Crisis Intervention (TCI) methods.
* Skills and strategies to set firm and fair staff expectations and maintain them.
* Skills to manage and develop staff and navigate staffing dynamics.
* Skills to engage with the family members of the children and young people, work with families, and assist in the maintenance of appropriate family relationships.
* Skills and strategies to manage the safety of children and young people, and staff, through attention to detail, ability to manage risk, and report all concerns or incidents as per Allambi policy and procedure.
* Ability to manage client files in compliance with Allambi policy and procedure, contractual and statutory requirements.
* Ability to maintain a high level of confidentiality regarding the child or young person’s information and that of their family.
* Willingness to work within Allambi Workplace Health and Safety policy and procedure, as well as WHS legislation, and report all hazards and incidents.
* Willingness to implement all Allambi policies and procedures, particularly in relation to maintaining the residential house, all files and other paperwork.
* Demonstrated written and oral communication skills.
* Debriefing of staff and carers following critical incidents where required.
* Computer literacy.

Key areas of work

* Participate and guide reflective practice with a commitment to improving service quality, by bringing a clinical lens to all discussions and using reflective practice to allow the growth of the team in relation to practice.
* Promote culture based around the implementation of the Needs Based Restorative Framework.
* Ensure day-to-day alignment with the State regulatory standards (NSW Framework for Therapeutic OOHC Core Principals, OCG Regulations and the Ten Essential Elements)
* Review CYP Needs assessment and form part of a collaborative work group to make informed placement decisions which are in alignment with placement principles and permanency goals.
* Provision of leadership, direction and supervision to Case Managers and Caseworkers in order to develop their practice.
* Attend organisational Operations meetings and be aware of all aspects of programs across the organisation and organisational resources.
* Facilitate open communication with the operations teams around organisational change and progress.
* Facilitate collaborative practice through the ongoing development of relationships with the Care Team members and through maintaining effective communication that will facilitate the flow of information between team members, clients and their families, as well as other relevant professionals.
* Participate in the development and review of departmental program policies, organisational policies; and ensure that all appropriate NDIS/ DCJ / policies are incorporated into AC policies.
* Ensure any changes to AC policies and procedures are communicated and trained to Case Managers and Casework Managers.
* Provide strategic direction and interpretation of the goals of the service in day-to-day functions and tasks.
* Participate in the development of long-term strategic goals for departmental programs.
* Develop and maintain relationships with external agencies, including but not limited to, NDIS, DCJ, Health and Police at a senior management level.
* Manage and coordinate Supervised Contact within Foster Care, ensuring standards are met and Workers are appropriately trained/supervised, and report any issues to the Director.
* Provide leadership, direction and supervision to Case Workers and Case Managers in the absence of the Director.
* Collaborate with the OCG and the Office of the Ombudsman and to ensure all legal requirements are met.
* Manage and respond to Risk of Significant Harm (ROSH) reports and work closely with the Safety in Care (SIC) Team and AC’s internal Investigations Team where the Reportable Conduct threshold is met. Willingness to share on-call responsibilities
* Supervision and support of the NNSW On Call Team.

Minimum Requirements (Essential Criteria)

* Bachelor Degree or in related discipline or equivalent (e.g. Child & Family Studies, Social Work, Psychology, Human Services, Community Services).
* Demonstrated experience in the leadership, supervision and management of employees at the level of Case Manager/Therapeutic Specialist.
* Five years experience in Case Management and/or working with families or children and young people
* Experience in the PSP framework
* Extensive experience in Microsoft Office Applications
* Knowledge of NBRF concepts and strategies
