Primary objective
To provide quality and evidence-based policy development, analysis, and advice to support the department's integrated early
childhood services.
Context statement
The Early Childhood branch provides strategic leadership to deliver high-quality, integrated early childhood services and
programs, and reforms that maximise outcomes for children and young people across the Northern Territory. The branch,
which includes the NT regulatory authority Quality Education and Care NT, leads key policy initiatives, programs and
regulatory functions, provides expert advice to the Minister and senior executives, and works collaboratively with
stakeholders across the early childhood education and care sector.
Key duties and responsibilities
1. Provide effective early childhood policy and support to the department's integrated early childhood services to drive
continuous improvement.
2. Lead the research, consultation, development, and review of service integration policies to provide guidance to programs
and key stakeholders.
3. Assist with implementing strategic directions of the department and national policy agenda for early childhood education
and care.
4. Collaborate in data collection and analysis of current and emerging trends in early childhood integrated services to inform
strategic and operational decision-making and policy recommendations.
5. Proactively engage and collaborate with internal and external stakeholders in the analysis of existing and promoted
models of integrated services and delivery of early childhood education program.
Selection criteria
Essential
1. Strong strategic, conceptual, and analytical ability, including proficiency in data analysis and experience in analysis of
complex policy, initiatives, and performance reports.
2. Demonstrated ability to critically analyse current practices, qualitative and quantitative evidence to monitor and support
continuous improvement initiatives.
3. Highly developed interpersonal and communication skills with a demonstrated capacity to write in a clear and concise
manner, communicate with influence and ensure messages are appropriate to targeted audiences.
4. Demonstrated ability to achieve results within limited timeframes and prioritise competing demands, be self-directed as
well as work effectively as part of a team.
5. Demonstrated ability to build and maintain effective networks with a range of internal and external stakeholders to link
policy and program delivery.
Desirable
1. Tertiary qualification in education, public policy, project management, or related field.
