Location: Canberra based (Work-from-home)

Engagement: Permanent

About Pinaka

Pinaka is a Canberra-based ICT recruitment and consulting startup supporting Australian Federal Government and selected state government agencies with high-quality specialist resources. Our core business today is personnel recruitment and labour hire, with a clear ambition to progressively expand into outcome-based professional services.

Pinaka and its associates are approved supplier across several major government marketplaces and panels, including:

* Digital Marketplace 2.0 (DTA) – ICT Labour Hire and Professional Services

* Software and ERP Marketplace

* ICTPA Defence Panel

* Queensland Government ICT panel

We are also a Salesforce Consulting Partner, and looking to actively extend our industry partnerships, reflecting our growing capability beyond pure labour hire.

The business currently supports approximately 40 active contractors across government clients. Pinaka is led by directors who are technologists by background, with over two decades of IT consulting experience, including the last 10 years working extensively in the Australian Federal Government environment. This grounding shapes our pragmatic, delivery-oriented, and relationship-led approach to the market.

Our immediate focus is to expand our footprint across additional federal agencies while scaling our contractor base in a commercially disciplined manner.

The Opportunity

We are seeking a Senior Business Development Manager (BDM) to help drive Pinaka’s next phase of growth in the Australian Federal Government market.

This role is focused on relationship-led business development—opening doors, establishing trust with senior stakeholders, and converting opportunities into sustainable recruitment and labour-hire engagements.

While our preference is for a permanent engagement, we are open to the right structure for the right individual.

Key Responsibilities

Business Development & Client Growth

* Build and maintain senior relationships across targeted federal government agencies

* Identify and develop new recruitment and labour-hire opportunities

* Position Pinaka as a trusted recruitment and delivery partner within new portfolios

* Sponsor and manage senior client relationships while working closely with internal delivery teams

* Support agency penetration by expanding existing accounts over time

Target Agencies

The role will focus on expanding Pinaka’s footprint across agencies including (but not limited to):

* Defence

* Australian Taxation Office (ATO)

* Services Australia

* Department of Home Affairs

* National Disability Insurance Agency (NDIA)

* Other federal departments and agencies aligned to the candidate’s existing network

Recruitment & Delivery Support

We also expect a broader 360-style contribution, including:

* Interviewing and short-listing candidates

* Supporting recruitment submissions and candidate presentations

* Maintaining relationships with current contractors

* Assisting with workforce planning and pipeline development

* Supporting recruitment responses under panels and marketplaces

About You

You may come from a consulting, recruitment, or adjacent federal-market background, and will bring:

* Demonstrated experience operating in the Australian Federal Government environment

* A strong and credible network across multiple targeted agencies

* Practical understanding of government procurement panels and marketplaces, including:

o Which agencies buy through which panels

o How the Digital Marketplace, Software & ERP Marketplace, ICTPA Defence Panel, and state panels are used

o The differences between labour-hire, professional services, and outcome-based engagements

* Proven ability to originate and grow recruitment or consulting opportunities

* Commercial awareness and comfort working in an SME environment

* A relationship-driven, outcomes-focused approach

* The confidence to operate autonomously while collaborating with a small, experienced leadership team

Experience in ICT recruitment or consulting is highly regarded, but we are equally interested in candidates who understand how government buying decisions are made and how trusted supplier relationships are built and sustained.
