**The Opportunity**
The ICT Procurement and Contracts Manager (EL1) will provide specialist advice and manage the procurement and contract management of IT infrastructure, on premise software, software as service and professional services. This role will manage and implement complex ICT procurement and contract management including contract negotiation, performance management, vendor relationship management, contract governance and quality assurance.
**Duties include**:
- Establish and manage several ICT Contracts simultaneously to ensure contract agreements align with agnecy's strategic objectives.
- Manage existing IT vendors in terms of performance to contract and the provision of services/products, addressing any non-performance or non-compliance, as outlined in their contract, SLAs and/or performance metrics.
- Identify and maintain vendor performance metrics on technical, process and business outcomes.
- Provide advice on Government coordinated arrangements for ICT procurement.
- Preparing all documentation in the procurement and contract life cycle.
- Lead complex contractual negotiations on behalf of ICT with key business stakeholders.
- Conduct market research and analysis to identify potential ICT vendors and keeping abreast of industry trends and developments.
- Prepare and manage contracts and agreements with ICT vendors, including the monitoring of performance, delivery, and payment schedules.
- Documenting all stages of procurement and contract management activities to provide a clear audit trail.
- Provide high level support, advice and reports on procurement and contract management activities and identify ways to improve the delivery of contract management and procurement for ICT services.
- Maintaining the highest degree of probity and discretion in respect to all procurement undertaken.
- Report on the performance of vendors to ensure delivery in line with contractual and performance metrics to ensure quality of service.
- Build and maintain key relationships with vendors, technical staff and stakeholders to determine and resolve issues, identify opportunities and inform of vendor strategies.
- Monitor and manage IT contracts against budget forecast.
**Qualification and Experience required for role**:
- Certificate IV in Procurement and Contracting and/or equivalent experience of 5 years or more in ICT procurement.
- Knowledge and experience in the management of performance-based ICT service contracts within a large organization.
- Demonstrated problem identification and problem-solving skills, including the ability to record data, analyse and report the issue concisely in plain language.
- Demonstrated experience in the preparation of procurement and contract management life-cycle documentation.
- Well-developed negotiation skills including ability negotiate with influence, including strong facilitation and presentation skills.
- Demonstrated experience in managing external vendors and experience in analysing and reviewing contract performance in accordance with contractual obligations.
- Highly developed communication skills with proven ability to communicate and ability to build and effectively manage complex internal and external stakeholder relationships.
- Experience with various sizes of ICT projects and contracts, with a track record of adhering to time-lines and budgets.
