Job Description

The Department of Justice and Community Safety is seeking a Strategic Engagement Leader to drive high-level engagement efforts for Tobacco Licensing Victoria.

This fixed term full-time opportunity will see the successful candidate lead strategic communication initiatives, foster stakeholder relationships, and enhance communication efforts that support the implementation of the tobacco regulator and licensing scheme.


About the Business Unit

The Department of Justice and Community Safety provides a range of government programs and services focused on improving community safety, victim services, regulatory services, and crime prevention, building strong collaboration across the justice system.

Tobacco Licensing Victoria is delivering the Victorian Government's commitment to regulate the lawful supply of tobacco through a new licensing scheme. This initiative aims to:

* Prohibit the sale of tobacco products by anyone not holding a valid licence under the Act.
* Safeguard the suitability of licensed retailers and wholesalers.
* Minimise risks associated with tobacco sales through enforceable licence conditions.
* Enable efficient and effective regulatory oversight.

About the Role

Reporting to the Senior Manager Policy and Engagement, the Strategic Engagement Leader will bring high-level engagement expertise and leadership to design and implement engagement strategies, provide authoritative strategic policy advice, meet with stakeholders, deliver key projects and outcomes, and identify emerging trends and systemic issues.


Key Responsibilities

1. Designing and implementing engagement strategies to foster strategic stakeholder relationships and enhance communication efforts.
2. Providing high-quality and authoritative strategic policy advice to inform decision-making.
3. Meeting with stakeholders to build and maintain relationships and address concerns.
4. Delivering key projects and outcomes, including the preparation of government submissions.
5. Identifying emerging complex or highly sensitive issues, risks, and trends.


Required Skills and Qualifications

To be successful in this role, you will have:

1. Extensive experience in leading the development and implementation of engagement strategies and policy in a public sector setting.
2. Demonstrated experience in translating policy initiatives into practical engagement strategies that resonate with stakeholders.
3. Excellent analytical, conceptual, and problem-solving skills, with demonstrated ability to identify emerging trends and systemic issues.
4. Sound knowledge of and/or experience in Victorian government administrative processes, including Cabinet and legislative processes.
