Primary objective Provide high-level expert advice and strategic leadership to the Homelessness Program and lead the reform agenda across commissioning, operational implementation and evaluation to build and maintain a robust homelessness service system across the Territory. The role action strategic and operational planning for the Welfare Group under the agency’s emergency management program. The role operates strategically and operationally across the Northern Territory government, with the community services sector and with interstate jurisdictions and the Australian Government to achieve the aims set out in the Northern Territory’s and the National strategies. The role leads and participates in governance to create a joined up systems response to Territorians. Key duties and responsibilities Oversee the development of the Homelessness program’s strategic settings, the commissioning, implementation and evaluation of services designed to meet the needs of local communities and improve the lives of Territorians. Ensure alignment of the Homelessness program’s strategies and operations to the Government’s priorities and commitments set out in relevant Territory and Commonwealth strategies, frameworks, actions plans and sector workforce development plans. Lead strategic commissioning with a focus on robust, fair and accountable homelessness grant management that ensures programs are efficient, achieve outcomes and contribute to building Northern Territory evidence based on what works. Lead stakeholder partnerships through formal governance and proactive working relationships to enable the design, implementation, and continuous improvement of contemporary evidenced based programs through transparent communication, collaboration and engagement through internal and external partnerships. Cultivate networks and collaborative strategic partnerships across Territory and Australian Government and with external partners to achieve Northern Territory Government’s objectives. Lead strategic and operational responses to disaster affected Territorians as required. Work with the Strategy and Programs Executive team to create efficiencies, joined up program responses and represent Department and/or Northern Territory Government in jurisdictional and national forums. Selection criteria Essential 1. Demonstrated high-level strategic, conceptual, analytical and innovation skills including the ability to manage and interpret the socio- political and economic environments from a human services and social outcomes perspective. 2. Demonstrated experience in senior management and leadership level roles, including the effective use of governance, driving and achieving strategic and operational objectives relating to social outcomes and human service delivery. 3. Demonstrated high level knowledge and experience in leadership, fiscal and people management to achieve high quality outcomes through collaboration and partnerships with stakeholders and/or community service sectors. 4. Demonstrated experience in implementation of strategic objectives through operational planning, negotiation, project, program and grant management, commissioning, and evidence-based decision making to achieve outcomes in complex environments. 5. Demonstrated exceptional communication and interpersonal skills with ability to work under pressure, build workforce technical and strategic capabilities and operate in ambiguity with political acumen. 6. Demonstrated exceptional collaborative, negotiation and influencing skills with the ability to establish and sustain productive working relationships and strategic alliances with sound professional judgement. 7. A high level of cross-cultural competency and awareness and demonstrated experience designing, implementing, and overseeing strategic partnerships with Aboriginal organisations, people and communities to improve community outcomes. Desirable 1. Relevant tertiary qualification. 2. Experience and knowledge of specialist homelessness services and accommodation management and related service delivery and/or program management.
