Primary objective

Provide expert data-driven financial insights and strategic financial advice to the Chief Finance Officer, with a particular focus on

personnel expenditure and resource allocation across clinical and non-clinical areas

Key duties and responsibilities

1. Oversee the collection, analysis, and interpretation of financial data to identify trends, risks, and opportunities related to staffing

costs and resource distribution.

2. Provide detailed financial reports to support executive decision-making, with particular emphasis on personnel cost-efficiency

and resource use.

3. Develop and implement financial models and forecasts that support the effective planning of staffing expenditures and optimal

resource deployment aligned with the health service's strategic goals.

4. Deliver strategic insights to improve financial outcomes by aligning personnel expenditure with service delivery needs and

operational priorities.

5. Follow defined service quality standards, work health and safety policies and procedures relating to the work being undertaken

in order to ensure high quality, safe services and workplaces.

6. Foster a positive workplace culture through exemplary leadership practices and role modelling behaviour.

Selection criteria

Essential

1. Extensive experience and practical knowledge of personnel cost control and resource utilisation within the healthcare sector,

with demonstrated expertise in personnel cost control and resource utilisation.

2. Demonstrated capability in budget and finance processes, including personnel budgeting, cost-benefit analyses, preparation of

business cases, and provision of strategic financial guidance to senior executives and governance bodies.

3. Experience with financial systems and performance reporting tools, with the ability to extract and interpret data related to

staffing costs and operational resource allocation.

4. Advanced analytical and data modelling skills, including proficiency in tools such as Power BI, to support monitoring of personnel

expenditures and forecasting resource requirements.

5. Exceptional interpersonal and communication skills, with the ability to build effective relationships, negotiate, and liaise with

internal and external stakeholders, as well as demonstrated cultural competency and the ability to work effectively with people

from diverse backgrounds.

Desirable

1. Tertiary qualifications in Finance, Accounting, or related business discipline and/or extensive high-level experience in an

appropriate role at a Senior Level and experience working in the Public Health Care Sector.
