HSV was established on 1 January 2021 as a commercially oriented independent provider of supply chain, procurement and corporate shared services to Victoria's public health sector.
HSV's purpose is to partner with Victoria's public health services and suppliers to support better value for the public health sector and better outcomes for their patients.
Our focus is on the end-to-end supply chain needs of health services, including operating the State Supply Chain, to ensure Victoria's public health services have access to goods that may be in higher demand or difficult to access. Under the Health Services Act 1988 (Vic), we administer compliance‐related functions, and work with health services to assist them in meeting compliance and probity obligations.
About the Role
The Facilities and Fleet Manager is responsible for the end-to-end management of HSV's physical and mobile asset portfolio across our Distribution Centre network. This role oversees facilities, fleet, and Material Handling Equipment (MHE), ensuring assets are safe, compliant, reliable, cost‐effective and fit for purpose. The position manages the full lifecycle of assets from planning and preventative maintenance through to renewal and disposal. The successful person will act as the primary contact for landlords, managing agents, contractors and specialist service providers. The position works closely with Distribution Centre Operations, Transport, Safety and Finance teams to ensure assets support operational performance while meeting governance and budget expectations.
Key Accountabilities Include, but not limited to:
* Managing the operation and lifecycle of Distribution Centre facilities including building fabric, HVAC, electrical, hydraulic, fire systems, security, docks and capital equipment
* Developing and executing preventative and reactive maintenance programs to ensure business continuity
* Managing HSV's on‐road fleet including servicing, inspections, compliance, fuel efficiency and safety standards
* Overseeing inspection, maintenance and lifecycle planning of MHE including forklifts and dock equipment
* Ensuring compliance with relevant legislation, Australian Standards and internal governance frameworks
* Establishing audit schedules and implementing corrective actions across plant, equipment and facilities
* Managing contractor tendering, onboarding, SLAs, performance monitoring and issue resolution
* Overseeing operating expenditure within approved budgets and providing reporting on asset performance, risks and variances
* Contributing to risk assessments, Safe Work Procedures and contractor safety management
About You
To be successful in this role, you will demonstrate:
* Demonstrated experience managing facilities, fleet and/or asset portfolios in a complex operational or distribution environment
* Strong experience managing preventative and reactive maintenance programs
* Proven contractor and vendor management experience including contract performance monitoring and compliance
* Solid understanding of compliance obligations, safety requirements and risk management related to plant and facilities
* Experience managing maintenance budgets and tracking financial performance
* Strong stakeholder engagement skills with the ability to work collaboratively across operations, transport, safety and finance teams
