Senior Leasing Officer, Property and Facilities Management

The Australian Electoral Commission (AEC) is an independent statutory authority established by the Australian Government to maintain an impartial and independent electoral system for eligible voters through active electoral roll management, efficient delivery of polling services, and targeted education and public awareness programs.

The Team

The AEC manages a diverse property portfolio of more than 70 premises, ranging from shopfront offices to warehouses supporting a nationally dispersed network and agile workforce. The portfolio actively scales up or down to respond to our operational needs on both a long‐ and short‐term basis.

The Property Management and Facilities Team is responsible for maintaining all AEC offices nationally, including the provision of facility management services and associated infrastructure. This includes:

* Leasing arrangements – new and existing.
* Maintaining AEC property portfolio infrastructure, including supporting capital works projects.
* Working with our external property providers.
* Managing the AEC's property surge requirements regarding electoral events, which includes the leasing and management of approximately 60 event‐specific premises nationally.
* Ensuring compliance with property‐related Commonwealth property policy requirements including implementing environmental and sustainable practices.

Opportunity

The AEC is seeking a collaborative, curious and self‐motivated Senior Leasing Officer who is committed to achieving results. The role is responsible for negotiating new leases in accordance with the Commonwealth Property Management Framework and managing complex leasing matters across the AEC property portfolio, including working closely with and instructing the AEC's contracted property services provider.

The role involves undertaking work that is complex and highly sensitive in nature, under limited direction. The ideal candidate will utilise expertise and knowledge within the areas of leasing, property management, and project management activities in relation to the agency's property portfolio.

The leasing team forms part of the National Property approach and works closely with the Facilities Management and Capital Works teams to support the planning and delivery of high‐quality and value for money projects.

Key Responsibilities

* Negotiating new leases in accordance with the Commonwealth Property Management Framework.
* Managing complex leasing matters across the AEC property portfolio.
* Working closely with the AEC's contracted property services provider.
* Ensuring compliance with Commonwealth property policy requirements.

Qualifications

* Demonstrated experience and understanding of commercial property within the federal government, including leases, facilities management or capital works.
* A strong understanding of contract management and procurement in line with APS procurement rules and frameworks.
* Demonstrated experience in effective management of competing priorities, with the ability to remain calm under pressure and respond flexibly to change and uncertainty.
* Excellent verbal and written communication and negotiation skills with the capacity to communicate effectively with a range of audiences.
* Proven ability to collaborate and negotiate with team members, business areas, and external stakeholders at all levels of seniority.
* Demonstrated analytical and investigative skills to collect and evaluate information from varied sources to support innovation, continuous improvement and the identification of critical service gaps.
* Proven ability to confidently make sensitive and complex decisions, using professional judgement within legislative parameters and delegated authority.

Desirable

* Experience working within the government or acting as a consultant on negotiating new leases.
* Working knowledge of the Public Governance, Performance and Accountability Act 2013, the Commonwealth Property Management Framework and the Commonwealth Procurement Rules.
