Organisational Context
east Victoria across an area of 20,000 square kilometres. The service delivery area is bound by Corryong, Yarrawonga,
Benalla, and Dartmouth. We operate 21 water treatment facilities and 22 wastewater treatment plants that service most
towns across the region. Over 200 full time equivalent staff are employed at our centres in Wodonga, Wangaratta, Benalla,
Yarrawonga, Corryong, Beechworth, Mount Beauty, and Myrtleford.
Our operations are overseen by the Department of Energy, Environment and Climate Action (DEECA) on behalf of the
Minister for Water, and the Department of Treasury and Finance (DTF) on behalf of the Treasurer. We continue to invest in
innovative and long-term capital projects which contribute to the health and well-being of current and future generations.

Position Objectives
The Senior Project Manager:
* Leads the delivery of high complexity projects and programs within the Corporation's Capital Program.
* Contributes to capital investment decisions to address the current and future servicing needs and challenges of our
region including climate change, population growth, and ongoing regulatory compliance.
* Plays a leading role in the ongoing development of technical and project management documentation.
* Provides support and advice to the Corporation so that it can make informed decisions regarding urban water and
wastewater needs.
* Provides support and mentoring to colleagues.
Key Responsibility Areas
* Leading multiple high complexity projects concurrently through all aspects of the Project Management Framework
with systematic and documented planning, design, implementation, commissioning, verification, and start-up
activities.
* Developing the Corporation's capital infrastructure projects and programs in accordance with required regulatory
frameworks, standards, guidelines, codes of practice, procedures, and review processes.
* Ensuring the Capital Program remains informed by liaising and reporting on project time, resourcing, and cost
performance and assisting the Coordinator Capital Delivery - West with program reporting as required.
* Developing and delivering Capital Program budgets.
* Obtaining and leading project resources including teams of multi-disciplinary professionals to deliver the projects
within the Capital Program.
* Leading high-criticality community and stakeholder consultation to obtain timely approvals and negotiate positive
outcomes for the Corporation.
* Providing expertise and experience in construction procurement activities including the development of tender
documents and evaluation of tender responses for conformity against defined requirements.
* Independently administering complex contracts based on a high degree of expertise whilst acting in the role of the
Superintendent's Representative.
* Providing guidance and support to other project managers as needed.
* Delivering short, medium, and long-term plans to support the delivery of the Capital Investment Program.
* Coordinating the development of technical specifications, engineering standards and contract requirements for
capital projects.
* Contributing to the ongoing development of the organisation's project management documentation.
Organisational Relationships
This role reports to the Team Leader Capital Delivery and liaises with all internal stakeholders, external stakeholders, peers
in water corporations or local government, government agencies and members of the public.
Accountability and Extent of Authority
* Authority to act under Senior Project Manager delegated authority within
Delegation Schedule 1 – Water Act 1989, Schedule 2 – Legislation, Regulation and Other Instruments, and Schedule
3 – Financial Authority Delegations.
* Accountable to the Coordinator Capital Delivery - West and required to fulfill the objectives of the position and
manage resources to ensure the attainment of objectives independent of direct management supervision.
* Accountable for the timely, effective, and compliant provision of capital delivery.
* Authorised to make decisions in accordance with the Corporation's policies, budget, objectives, and legislative
requirements.
* Represent the organisation on external working groups, committees, community reference groups. Required to
convey accurate information, analyse information and debate on points of relevance to the area of expertise as
directed.
* Decisions and actions taken may have a substantial effect on

analysing options and providing recommendations.

* At times the role will be required to make instantaneous decisions relevant to engineering projects. A high degree
of independence and the ability to assess several alternative courses of action and recommend a preferred option is
required.
* Carry out the role of Superintendent's Representative on high value contracts, including acting as an agent of the
Corporation and an independent certifier.
* Ensure project and program planning is informed by robust engineering analysis and stakeholder consultation.
Specialist Skills and Knowledge
* Knowledge of OHS legislation and procedures.
* Extensive knowledge in relation to project management and delivery of infrastructure projects.
* Ability to utilise systematic analysis and evaluation of infrastructure problems to translate stakeholder needs into
engineering design parameters and specifications suitable for public construction procurement.
* Sound working knowledge of the Water Act 1989, Planning and Environment Act 1987, Occupational Health and
Safety Act 2004, Safe Drinking Water Act 2011 and the Environment Protection Act 2017 and associated
regulations.
* Excellent understanding of engineering principles, standards and construction practices.
* Ongoing commitment to continued professional development.
* Demonstrated understanding of delivering large multidisciplinary design and construction projects.
* Demonstrated experience using a range of project related IT applications.
* An understanding of long-term goals of the organisation and the context in which it operates.

Qualifications and Experience
* A tertiary engineering qualification recognised by Engineers Australia in a discipline relevant to the role
or tertiary qualification related to project or industry management with relevant industry experience in
delivering multiple capital projects.
* Extensive experience in design and construction delivery.
* Experience managing design consultancy and construction contracts including undertaking the role of
Superintendent's Representative.
