Primary objective
Lead the design of strategic policy and reform priorities of the Education Executive Board and other government commitments.

Context statement
The Strategic Policy area is responsible for developing, implementing and reporting on strategic policy, including supporting good
governance across the agency. It is also responsible for developing and maintaining strategic partnerships with the Australian Government
and other Northern Territory Government departments and for overseeing resource management to ensure alignment with strategic
reform objectives.

Key duties and responsibilities
1. Lead and manage the design, development and implementation of priority strategic policy and reform through cross- divisional,

interagency, national and community consultation.
2. Develop and maintain strong relationships with a broad range of identified internal and external stakeholders to advance strategic

objectives.
3. Identify challenges, risks and solutions to priority strategic policy reform and implementation.
4. Manage the delivery of identified policy and reform projects, ensuring alignment with strategic objectives, stakeholder engagement,

and timely execution.
5. Oversight of legislation services which is responsible for maintaining primary and subordinate legislation which is the responsibility of

the Minister for Education in partnership with relevant stakeholders, to deliver contemporary and robust education legislation.

Selection criteria
Essential
1. Highly developed expertise and experience in developing and influencing strategic policy legislative reform in a demanding service

delivery environment, through evidence-based research, critical analysis and provision of high-level strategic policy advice,
demonstrating robust conceptual, strategic and analytical thinking skills.

2. Superior strategic and operational leadership and management skills, with experience leading diverse teams to deliver with a positive
culture of performance.

3. Demonstrated commitment to flexible, innovative and problem-solving approaches to all aspects of the job and the ability to work
under pressure, with a ‘can-do’ attitude, including dealing with changing priorities and stringent deadlines.

4. Demonstrated high-level oral, written, interpersonal and negotiation skills, and the ability to build and maintain effective networks and
communicate with influence information and analysis to a wide variety of audiences.

5. Astuteness in interpreting and managing social, political and organisational environments with the ability to network, build relationships
and create strategic alliances to deliver strategic and intergovernmental reform.

6. Demonstrated experience in the areas of strategy, legislative reform, policy development and intergovernmental relations.

Desirable
1. Tertiary qualifications relevant to the position.
2. Knowledge of education systems and the strategic direction and objectives of the Department of Education and Northern Territory

Government.
