Key Responsibilities

The department is responsible for supporting the formulation and updating of guidelines, processes, and procedures on right-of-way acquisition, reviewing, evaluating, and monitoring ROW negotiation, documentation, and compensation to ensure conformance to corporate policies and standards. The role also involves preparation, review, and consolidation of all CAPEX and OPEX budgets for all projects.

Execution of Parcellary Survey Contract

Evaluates Parcellary Survey Contract Billings in accordance with the policy/guidelines & procedures.

* Evaluates, prepares, and secures approval of Request for Payment (RFP) for parcellary survey contract billings.
* Prepares report on the status of parcellary survey billings.

Establishment of Right of Way Cost Valuations

Monitors the establishment of valuation of lands and crops, plants & trees (CPTs) for approval by Management.

* Ensures the availability of funds necessary for processing of Purchase Requisition (PR) for issuance of PO.
* Monitors the gathering of land valuation data from BIR and review of private appraisal report.
* Reviews and evaluates the ATP Lands and Land Rights and CPT Valuations.

Right Of Way Acquisition

Monitors and assesses the ROW acquisition activities to ensure conformance to policy/guidelines, procedure, and project timelines.

* Prepares ROW cost estimates and timeline for new projects for ERC application and for implementation.
* Evaluates, prepares, and secures approval of Request for Payment (RFP) for administrative billings.
* Reviews the documentary requirements necessary for the turnover of ROW Documents to CPRD.

CAPEX Management

Prepares, reviews, and monitors the CAPEX & OPEX budget allocation for lands and land rights acquisition.

* Reviews and consolidates Annual CAPEX & OPEX budget details.
* Monitors the ROW budget utilization and recommends solution to expedite disbursement.
* Reviews the request for approval of additional or re-alignment of ROW CAPEX budget, if necessary.
* Prepares monthly CAPEX & OPEX Variance Reports for submission to Finance.
* Facilitates the gathering and analysis of data and information of ROW Transactions in accordance with NGCP's ROW Policy necessary for justification of ROW Expenditures and ERC Application.
* Conducts real-time monitoring of ROW-related activities and prepares necessary updates/reports.

Stakeholder Management

Interacts and addresses concerns of stakeholders relative to lands and land rights acquisition.

* Interacts with concerned groups (internal and external) to expedite the actions necessary for the timely resolution of ROW-related issues.

Safety and Quality Management

Ensures that activities follow the NGCP safety standards.

* Complies with the applicable regulations and standards of NGCP on safety and quality.
* Strives for the continuous improvement of NGCP processes necessary for the achievement of corporate objectives.
* Upholds the corporate policies, guidelines and code of conduct.

Requirements

* Bachelor of Science in Engineering or any four-year course
* Business Administration or with experience in Finance Management is a plus
* Five (5) years of relevant experience
* Proficient in written and oral communications
* Knowledgeable in NGCP policies & procedures
* Knowledgeable in related Government laws, rules and regulations
