The Department of Justice and Community Safety is seeking a Payments and Business Support Manager to oversee the Financial Assistance Scheme's high-volume payment function, and resolve issues to ensure efficient payment of assistance to victims of crime.
About the Business Unit
This is an exciting opportunity to deliver a major new initiative for victims of crime. The FAS is a landmark reform that will replace the judicially based Victims of Crime Assistance Tribunal with an administrative scheme that prioritises the needs of victims and supports their recovery from violent crime.
The FAS is highly anticipated by victims and stakeholders and represents a major leap forward in the Victorian Government's response to victims of crime. Established under the Victims of Crime (Financial Assistance Scheme) Act 2022 the FAS will provide financial assistance through a simple and easy to navigate process that is fair, sensitive, and responsive to victims' needs. It will acknowledge harm done and be trauma informed, with a priority focus on being inclusive and culturally safe.
Reporting to the FAS Senior Manager - Operations, you will be responsible for leading a small team to coordinate and approve financial assistance payments. This includes quality assurance, continuous improvement, auditing, and reporting for the financial assistance scheme. This may involve occasional direct contact with victims of crime. You will also support the FAS with budgeting and financial reporting.
About the Role
**Duties will include**:
- Lead the coordination and approval of a high volume of financial assistance payments with a significant financial delegation (approx.$50,000+).
- Be the point of escalation and provide advice on payment queries within the FAS. This may include discussing payments with victims of crime and service providers.
- Lead quality assurance and continuous improvement for operational processes for payments of financial assistance in the FAS, including developing and implementing systems and strategies that minimise the likelihood of incorrect payments, and ensuring policies and procedures are followed correctly.
- Support scheme budgeting and financial reporting.

- Demonstrated experience in leading finance, payment, and business support functions in a high-volume processing environment.
**Qualifications**:
- A tertiary degree in a relevant discipline, including finance, business or public sector administration, and experience overseeing the delivery of operations in a service sector environment is desired.
