About HANZA
Homeshare Australia and New Zealand Alliance (HANZA) is the national peak body for Homeshare, supporting safe, ethical and effective homesharing programs across Australia and New Zealand. Homeshare is an innovative housing and ageing-in-place model that matches people with spare rooms with those seeking affordable housing, offering mutual benefit and community connection.
Following the Victorian Parliamentary Inquiry into the Supply of Homes in Regional Victoria, the Committee has recommended the development of a statewide Homeshare framework and regional pilot programs (Recommendation 30). HANZA is leading advocacy to support the Victorian Government to adopt and implement this recommendation.
Purpose of the Role
HANZA is seeking an experienced Victorian-based consultant to lead targeted advocacy and government engagement during the critical period in which the Victorian Government is considering its formal response to the Inquiry.
The consultant will help position HANZA as a trusted partner to Government, support the design of an implementation approach, and lay the groundwork for future funding and scale.
Key Responsibilities
Working closely with the HANZA Chair and Advocacy & Engagement Working Group, the consultant will:
* Lead engagement with the Department of Transport and Planning (DTP), Homes Victoria, Ministerial offices and key MPs
* Guide HANZA through the Government's formal response process to the Inquiry (February–June 2026)
* Refine the proposed statewide Homeshare framework, including governance, safeguarding and standards
* Support development of pilot concepts, including budget modelling and implementation pathways
* Coordinate and liaise with regional partners and consortium members (local government, health services, community organisations)
* Prepare briefing papers, meeting packs and technical material for departmental and Ministerial engagement
* Shape the early groundwork for a high‑quality 2027 Victorian pre‑Budget submission
About You
You will bring a strong mix of policy, advocacy and relationship skills, ideally including:
* Experience in government relations, policy advocacy or public sector engagement
* Understanding of housing, ageing, community services, health and/or regional development policy environments
* Established networks within Victorian Government and/or relevant statewide peak bodies
* Strong written skills, including the ability to prepare concise, persuasive briefings
* Ability to work independently, manage multiple relationships and operate at a strategic level
* An interest in social impact, housing innovation and ageing‑in‑place solutions
* Experience working with not-for‑profits, peak bodies or government‑funded programs will be highly regarded.
