About the Branch
The Corporate Branch is responsible for delivering enabling services that support the effective and efficient operation of the agency and facilitates the agency's compliance with legislation, policies, and guidelines as a non-corporate Commonwealth entity.
The branch complements the scheme-focus of other agency divisions by facilitating strategic communications and client engagement through the agency's website and contact centre. In addition, the branch supports efficient resource management and corporate accountability through functions such as financial management, performance reporting, parliamentary services, procurement, communications, property management and human resource management.
About the Section
The Planning, Performance and Parliamentary section (PPP) has a complementary program of work that is focused on supporting the senior executive and Board in meeting many of the agency's external accountabilities as an APS body.
The PPP section is responsible for the following:
* Guiding Senior Executive and the Board in their development of the agency's forward looking four-year Corporate Plan and Key Performance Indicators.
* Collating, drafting and publishing the agency's Annual Report and associated Annual Performance Statement.
* Ensuring the agency's independent Audit Committee is well positioned to meet it requirement to assure the Accountable Authority of the integrity and completeness of the agency's planning, performance monitoring and reporting functions under the Public Governance, Performance and Accountability Act 2013.
* Facilitating and recording all documents transmitted between the agency, portfolio department, Ministerial Office and/or the Minister(s).
* Ensuring that the agency's business continuity policies, supporting documents, and processes are relevant, practical, well-understood, and easily accessible.
* Undertaking ad-hoc reporting, drafting or engagement as required by evolving business needs or government requirements.
* Supporting and growing professional collaboration between the corporate branch and business areas, and across the agency.
Much of the work of the section is time-bound by legislation, iterative in nature (i.e. it requires multiple decision-making points), and strategic in content. As such it relies on diligence in building and maintaining trusted and respectful relationships with senior executive, the Board and Audit committee, and other key stakeholders across the branch and agency.

The key duties of the position include
Under limited direction, the key responsibilities of a Senior Parliamentary Officer will be as follows.
* Oversee the preparation and quality assurance of all ministerial briefs and correspondence, ensuring they are accurate, consistent, and aligned with agency and portfolio standards. Also, maintain effective liaison with the portfolio department to manage workflows and promptly resolve emerging issues.
* Support the coordination of key parliamentary processes, including:
o Senate Estimates briefing coordination and executive attendance at hearings, and
o Portfolio coordination requests; ensuring timely, high-quality responses.
* Conduct quality assurance of internal briefing submissions to the agency executive.
* Provide helpdesk support on parliamentary matters and the Parliamentary Document Management System.
* Maintain and regularly update parliamentary guidance materials to reflect current procedures, legislative changes, and best practices.
* Contribute proactively and flexibly to broader team priorities, particularly during periods of high operational demand, demonstrating initiative and sound judgement.
* Support the management of the agency's business continuity framework, including ensuring that key documents are current and fit for purpose, coordinating business continuity meetings, and assisting in the timely execution of scheduled tests.
* Assist with the delivery of key projects and initiatives within the section, as required.
* Build and maintain effective working relationships with internal stakeholders and business areas across the agency to support the delivery of team objectives and enhance cross-agency collaboration.
Qualifications/Experience
The ideal candidates will demonstrate the following desirable attributes.
* Experience in or the ability to acquire the appropriate skills and knowledge in the parliamentary and business continuity function within a Commonwealth agency.
* Good interpersonal, written, and verbal communication skills, with the ability to convey information clearly and effectively to a range of stakeholders.
* Strong organisational and time management capabilities, with a proven ability to manage competing priorities across multiple corporate functions.
* Ability to work both independently and collaboratively in a fast-paced and evolving environment, exercising sound judgement and initiative.
