**Chisholm is seeking an experienced Specialist Adviser to play a key role in delivering services under the Victorian Government's Higher Education and Workforce Grant Program. This is an exciting opportunity to influence vocational education reform and work closely with government and industry partners.

Full time, fixed term position on offer until 31/12/2027.**

ABOUT THE ROLE

As the Specialist Adviser – Vocational Qualifications and Skills Reform (VQSR), you will be responsible for delivering the services outlined in the Common Funding Agreement between Chisholm and the Victorian Government, through the Victorian Skills Authority (VSA).

You will provide high-level advice on training packages, accredited courses and VET policy, while contributing to innovation and continuous improvement across the Institute. You will be a valued member of the Academic Excellence and Innovation team, supporting shared goals and helping shape the future of vocational education at Chisholm.

This role focuses on meeting the following Core Service Deliverables-

* Provide expert advice to the Department on the development, approval and implementation of Training Package products.
* Develop draft Victorian Purchasing Guides (VPGs) for Departmental approval.
* Share intelligence and provide advice to the Department on VET matters.
* Maintain and monitor department owned Crown Copyright Accredited Courses.

Key responsibilities include:

* Provide expert advice on the development, approval and implementation of training packages
* Prepare draft Victorian Purchasing Guides (VPGs) for Department approval
* Maintain and monitor Department-owned Crown Copyright Accredited Courses
* Share intelligence and insights on VET reform matters with government stakeholders
* Support policy, qualification and skills reform initiatives
* Lead operational planning, compliance, risk management and reporting activities
* Manage key relationships with government, industry, and Jobs & Skills Councils
* Lead projects, drive digital and education innovation, and support major change initiatives
* Oversee project delivery and support the work of the team

ABOUT YOU

You are an experienced and motivated professional who thrives in a collaborative, advisory role. You bring strong VET system knowledge, sound judgement, and the ability to translate complex information into practical advice.

You will have:

* Current, broad knowledge of the Australian VET system, standards and policies
* Experience working in a Registered Training Organisation (RTO)
* Strong stakeholder engagement skills, particularly with industry and VET partners
* Experience managing education or policy-focused projects
* Ability to deliver consultancy-style services aligned to funding agreements
* Strong organisational skills and the ability to work independently and as part of a team
* Highly developed interpersonal and communication skills
* Strong digital capability, including Microsoft Word, Excel and database systems
* Experience conducting research, preparing reports and delivering presentations

Qualifications required for the role:

* Postgraduate qualification in education, management, or related discipline, or equivalent extensive leadership experience in vocational education and training.
* It would be desirable if you also hold a Certificate IV in Training and Assessment.
