Manager Water Operations

About the role

Logan City Council is seeking a
Manager Water Operations
to lead the operations program within Logan Water's Water Service Delivery branch. This stream equips Logan Water to deliver strategic asset planning and optimised planning and delivery of water and wastewater operations, maintenance and treatment activities to meet the city's future growth needs and our commercial and performance obligations as a business unit of Council. The Service Planning and Optimisation and Maintenance programs partner closely with Operations to continually improve planning practices and deliver efficient, customer‑centric maintenance and reactive repairs; Operations focuses on smart operating technology and data analytics to enable optimised, commercially sustainable asset performance and consistent environmental and regulatory compliance.

In this role, you'll lead the end‑to‑end operation of Logan Water's networks and treatment facilities, drive performance through data‑led operating strategies and SCADA, and build a resilient, safety‑first culture across a multidisciplinary team. You will collaborate across the Water Service Delivery leadership team to integrate planning, operations and maintenance so our customers experience reliable service, optimal water quality and timely incident response.

Key indicators:

* Lead end-to-end operations for water and wastewater networks, pump stations, reservoirs, dosing facilities, and treatment plants to ensure reliable service delivery and compliance with regulatory standards.
* Develop and implement operating strategies with documented targets for service levels, cost efficiency, water quality, and environmental compliance, ensuring proactive network management and loss prevention.
* Oversee 24/7 monitoring and SCADA systems, ensuring accurate data capture, real-time control, and rapid response to operational deviations or incidents.
* Plan and schedule works to enable effective fatigue management and optimised resource allocation, including after‑hours repair planning that safeguards safety and efficiency.
* Manage incident response and contingency planning, including disaster recovery strategies and coordination with internal teams and external partners to maintain service resilience.
* Work with the Water Service Performance branch to deliver regulatory and compliance reporting, ensuring timely submissions and maintaining strong relationships with regulators to uphold Logan Water's reputation and obligations.
* Provide technical input for new projects, including planning, design reviews, and commissioning activities to ensure operational requirements are integrated into asset development.
* Monitor and report operational performance, analysing cost-to-operate data and identifying opportunities for efficiency improvements and optimisation.
* Drive innovation and continuous improvement, introducing new technologies, processes, and best practices to enhance operational performance and sustainability.
* Manage budgets and procurement processes, ensuring financial accountability and alignment with commercial objectives.
* Build collaborative relationships across Logan Water and with external stakeholders, fostering cooperation and integrated service delivery.
* Lead workforce capability development, including succession planning, structured performance reviews, and embedding a safety-first culture across all operational teams.

You'll possess

* Deep knowledge and experience operating extensive end‑to‑end water, sewerage and wastewater networks, including advanced wastewater treatment facilities.
* Strong capability in SCADA and computerised maintenance system management applied to water and sewerage asset operation and maintenance.
* Proven record delivering best‑practice safety, environmental and regulatory performance, with data‑driven operating decisions and clear performance reporting.
* Experience leading strategic business transformation and change in operational settings to achieve improved commercial outcomes.
* Commercial acumen to deliver performance‑based outcomes, manage budgets and procurement, and optimise cost‑to‑serve.
* Excellent stakeholder skills—consulting, negotiating and influencing at political, industry and community interfaces; able to represent Logan Water in forums and events.
* A collaborative leadership style that builds multidisciplinary capability, embeds continuous improvement and innovation, and drives a safety‑first culture.

Requirements

* Appropriate Engineering degree (or equivalent), with substantial leadership experience in water and wastewater operations. (RPEQ registration/eligibility.)
* Flexibility to work varied hours to meet operational needs.
* Undergo Pre-employment Financial Checks
* Mandatory vaccinations: Hepatitis A, Hepatitis B, Tetanus, and Q fever.
