Primary objective
Support the Chief Financial Officer and Director Financial Services, in delivering high quality technical accounting and financial
management services. The role ensures compliance with legislative and policy requirements and provides accurate, timely advice to
support effective decision making across two Departments.
Context statement
The Finance and Facilities unit provides shared corporate services to both the Department of Children and Families and the Department
of People, Sport and Culture, delivering financial management, accounting, reporting and compliance services in a complex, multi-agency
environment. The Manager Financial Services plays a key role in ensuring consistent application of financial standards and supporting
business units to meet their financial responsibilities.
Key duties and responsibilities
1. Provide high-level professional expertise and technical advice on contemporary accounting, taxation, and financial management
matters, including interpretation and application of legislation, policy, and accounting standards.
2. Coordinate and undertake core financial management activities, including monthly processing and reporting, ensuring accuracy,
timeliness and compliance, and supporting the Financial Services team to meet required deadlines.
3. Prepare, review, and analyse complex financial, procurement, and taxation reports, including statutory reporting and returns, financial
performance and balance sheet reporting, briefings, and budget submissions.
4. Build and maintain effective working relationships with internal clients and stakeholders, providing responsive and practical financial
advice to support service delivery and organisational objectives.
5. Manage unit resources in the delivery of financial accounting services providing leadership, guidance and mentoring to support
continuous improvement, capability development, and a high-performing professional team.
Selection criteria
Essential
1. Demonstrated high level professional and technical accounting skills, with proven ability to interpret and apply relevant legislation,
policies, and professional accounting standards.
1. Extensive experience in accounting and financial management, including development and implementation of financial policies and
procedures, preferably within a large and complex organisation.
3. High level numeracy and analytical skills, with demonstrated ability to analyse, interpret and present complex financial data.
4. Well-developed systems thinking, project and strategic management skills with the ability to develop practical and innovative solutions
to complex financial issues.
5. Proven ability to lead and contribute effectively within teams, influence stakeholders and deliver quality outcomes within tight
timeframes, with strong attention to detail.
6. Highly developed oral and written communication skills, including the ability to negotiate, brief senior stakeholders and translate
technical financial information for non-financial audiences.
7. Demonstrated ability to work effectively with people from diverse cultural backgrounds, both independently and collaboratively, to
achieve departmental outcomes.
Desirable
1. Bachelor of Accounting (or equivalent) and accreditation with a recognised professional accounting body.
