The Role
The Cairns Contract Performance & Governance Officer is responsible for the oversight of Industry Partner service delivery against national contract as well as governance activities in support of Joint Logistic Unit – North Queensland (JLU-NQ) tasks, such as stocktaking approval and auditing. You will ensure compliance with and implement the regional response to national Contract Performance and Governance frameworks for Logistics Operations Branch national Contracts.

This role will be required to work closely with the Cairns military units and stakeholders, Industry Partners as well as JLU-NQ personnel located in Townsville. This role may support other logistics contract governance activities as delegated by Cairns Site Manager, the National Contract Manager and the Logistics Service Manager.

The Governance and Contract Services Delivery Officer will be responsible to the APS 6 Site Manager for governance and contract service delivery tasks associated with the JLU-NQ site in Cairns. The governance responsibilities include oversight of inventory management and accounting practices and conduct of Commonwealth stocktaking requirements; as well as oversight of Workplace Health Safety and Security requirements. The contract service delivery responsibilities span three national contracts; Defence Theatre Logistics Contract (DTLC), Defence Maintenance Contract (DMC), and the National Clothing Services Contract. This entails liaison and oversight of all industry partner activities, performance monitoring and reporting requirements.

The position has no direct supervisory responsibilities, however will work alongside a small team with one other APS member (1st level supervisor) and Navy reserve member. This position is part of an integrated workforce that consists of industry partners, Commonwealth and ADF employees.

Joint Logistics Unit-North Queensland is an enthusiastic and professional mix of military and civilian employees who are passionate about supporting soldiers, sailors and aviators across North Queensland. The unit is dedicated to delivering essential logistics services including warehousing, distribution, equipment maintenance and clothing store support to enable military operations. It does this from modern facilities on Lavarack and Ross Island Barracks in Townsville and a smaller satellite site in Cairns. Joint Logistics Unit-North Queensland’s span of responsibility stretches from Rockhampton in the South, to Thursday Island in the North & to Mt Isa in the West. The unit utilises a broad range of internal skills, together with close relationships with Industry Partners operating under National contracts, to provide excellent logistics support to a wide range of military units across North Queensland. Joint Logistic Unit -North Queensland is one of seven Units across Australia providing networked Logistic effects in support of Defence objectives.

Our Ideal Candidate
Our ideal candidate will have experience in contract management, logistics or governance fields. They will be accountable to set work priorities, manage workflows and be capable of providing policy advice in relation to complex work and the ability to contribute to strategic planning and project management. The candidate will have considerable experience in stakeholder engagement including identifying, anticipating and responding to stakeholders’ needs and expectations to achieve work unit and Defence outcomes.

Key attributes, knowledge and experience we are looking for:

* Experience in a similar role, in particular contract management, performance, service delivery or delivery of logistics outcomes, or governance.
* Strong time management skills, including the ability to prioritise a changing workload and negotiate an outcome.
* A self-motivated, collaborative, and innovative thinker whom can work in a fast-paced environment.
* Good interpersonal skills; ability to liaise with internal and external stakeholders on moderately complex operational and administrative matters.
* Good Data Analytical skills, including the ability to monitor trends and report risks effecting Defence capability and/or Contract outcomes.
