The Communities and Families Transformation Program (the program) is a large-scale service transformation program that will replace legacy case management systems and deliver modern tools to approximately 10,000 users across nine program areas in the Department of Families, Fairness and Housing (DFFH) and the Department of Justice and Community Safety (DJCS). The program will also deliver improved case management and reporting capabilities to Community Sector Organisations (CSOs) and Aboriginally Controlled Community Organisations (ACCOs) and facilitate modern workflows and more client-centred service delivery for statutory child protection, care and youth justice services. The program will enable change to how services are delivered to Victorians to improve efficiency and client outcomes while enhancing compliance and data privacy and security.
Accountabilities
* Create the organisational environment where genuine transformation is possible and able to be implemented into the operational environment through sustained and proactive engagement with program area business owners across DFFH and DJCS at the executive level, providing strategic leadership on program scope, sequencing, business transformation opportunities, and change management.
* Provide authoritative strategic leadership on the design and implementation of genuine service transformation across child protection and care services, child and family services, family violence, and youth justice; making judgements in contexts of uncertainty and institutional resistance about what transformation requires, and holding the program's transformational intent against pressure to deliver technology change without the accompanying business process redesign and practice change that determines whether outcomes are achieved.
* Facilitate and maintain effective program governance settings, including as Chair of the Business Design Authority (BDA), ensuring practice design decisions are genuinely transformative and fully compliant with the accountable operational area's design authority and decisions made within agreed turnaround commitments.
