The Victorian Government's Department of Energy, Environment and Climate Action brings together the state's energy, environment, water, agriculture, forestry, resources, climate action, and emergency management functions into a single department to maximise connections between the environment, community, industry, and economy.

Our challenge is to improve Victoria's liveability with a population expected to almost double by 2050 while responsibly tackling climate change and protecting our natural environment, infrastructure, and heritage for future generations. We take a community-centred approach and involve communities and key stakeholders in decisions and policies that affect them, and we collaborate across our portfolios to design and deliver services and programs.

We employ approximately 6,300 staff, including around 600 seasonal staff, across more than 86 locations throughout Victoria, across energy, environment, climate action, water, agriculture, and resources portfolios.

About the Committee

The Audit and Risk Committee (the Committee) is an advisory body to the Secretary on both risk and audit considerations. The Committee has the responsibility to review and provide oversight of the department's risk appetite and risk culture to ensure it is consistent with the expectations of the department's Secretary.

The Committee's responsibilities relate to the department and any administrative offices or other entities that are accounted for as part of the department's annual financial statements.

The Secretary appoints the following members to form the Committee:

* An independent Committee Chair filled by one of the independent members

Committee meetings will be held six to eight times annually, and a special meeting may be held to review the department's annual financial statement. The anticipated work involvement in addition to attendance at the meetings is approximately six to eight days per annum. Meetings will typically be held at the department's office at 8 Nicholson Street, East Melbourne (may also be held virtually) and is chaired by the Independent Committee Chair. The department will provide secretariat services for the Committee.

About the role

The Secretary seeks qualified and experienced persons interested in being appointed as an Independent Member of the Committee. This position is one of four independent members on the Committee.

Join a committee of like-minded individuals with diverse knowledge, skills, and experience. The new member will have expertise in audit and risk management, and the Secretary is particularly interested in someone who can complement the skills of the existing membership.

The Committee members review and assess the effectiveness of the department's systems and controls for risk management, including financial management, performance, and sustainability.

Responsibilities

The Committee's responsibilities include, but are not limited to:

* Independently reviewing and assessing the effectiveness of the department's systems and controls for financial management, performance, and sustainability, including risk management.
* Overseeing the department's internal audit function, including approving its internal audit charter, strategic internal audit plan, and annual work program, reviewing its effectiveness, and advising on the appointment and performance of the internal auditors.
* Reviewing annual financial statements and making a recommendation to the Secretary as to whether to authorise the statements before they are released to Parliament.
* Assisting the department in achieving effective governance and accountability regarding financial and risk management.
* Reviewing and monitoring remedial actions taken to address compliance deficiencies.
* Maintaining effective communication with external auditors.
* Considering recommendations made by internal and external auditors relating to or impacting on financial management, performance, and sustainability, and the actions the department intends to take to resolve issues raised.
* Regularly reviewing implementation of actions in responding to internal or external audits, including remedial actions to mitigate future instances of non-compliance.
* Reporting to the Chair and Secretary on any significant matter that may impact on the department's operations.

Who we're looking for

Candidates will be considered on the basis of high-level skills, experience, and knowledge in relation to the following areas:

Education/Qualifications

* Qualifications in accounting or finance, such as a Certified Practising Accountant (CPA) or Chartered Accountant (CA), or equivalent.

Technical Skills

* Significant expertise in a senior financial management role (e.g., Chief Financial Officer or equivalent).
* Knowledge or experience of audit, auditing practices, and assurance.
* Prior experience and/or exposure in risk management and compliance.
* Knowledge of corporate governance and integrity requirements.
* Understanding of the department's role within government, its operating context, and the Committee's role.

Capabilities

* Demonstrated ability to maintain independence during the Committee's deliberations and asking the 'hard' questions when necessary to provide informed, strategic advice.
* Demonstrated ability to show good judgement, a balanced consideration of issues, and take a whole-of-entity perspective.
* Behaving in a constructive and positive manner in dealings with other Committee members, Committee advisors, and observers, consistent with the Victorian Public sector values.
* Being a good communicator, building effective networks and relationships while maintaining necessary confidence.
* Ability to devote sufficient time to perform the role, for Committee meetings, preparation, and stakeholder engagement.
* Qualifications, knowledge, or expertise in science.
* Knowledge, experience, or skills in insurance.
* Prior experience in Information Security and Information Management, ideally in the public sector.

Selection Process and Checks

A selection panel will assess the applications against the relevant areas, shortlist applicants, and conduct interviews.

All applicants that reach the shortlisting stage will be required to complete and upload a Declaration of Private Interest (DoPI) form, a conflict of interest form, and propose strategies to manage any risks to independence and objectivity. Shortlisted candidates will also be required to undergo probity checks, including a national police check, these are detailed in the attached position description and information for applicants.

Recommendations of suitable candidates will be provided to the Secretary for his consideration.

Term of Appointment

Independent Members will be appointed for a term of up to three years and are eligible for reappointment. This is a part-time position.
