Section overview
The Modelling, Assessment and Emergency Preparedness (MAEP) Section provides advice, underpinned by health impact assessments and expert knowledge, to international bodies, Commonwealth departments and agencies, state and territory regulators, industry and members of the public. The section specialises in dose and risk assessment for planned, existing and emergency exposure situations, maintains expertise in modelling radiation exposure and doses to people and the environment, maintains and coordinates expansion of the Australian National Radiation Dose Register (ANRDR) and provides support to our obligations under the Comprehensive Nuclear Test Ban Treaty by undertaking programs as the radionuclide National Data Centre.

Primary purpose of the role
Australia is a signatory to the comprehensive nuclear test ban treaty (CTBT), which bans all nuclear test explosions. Within the CTBT the International Monitoring System (IMS) has been established with Waveform and Radionuclide technologies to assist with treaty verification by using the sensors of the IMS to detect nuclear tests. ARPANSA is responsible for providing analysis and advice for detections on the IMS radionuclide detection system as part of Australia's National Data Centre capability.
In this role you will respond to significant detections on the radionuclide monitoring systems of the IMS. You will work with members of the Radiation Monitoring Networks group and Modelling and Assessment team to determine whether reported detections are legitimate and whether they could be attributed to a nuclear detonation. You will analyse the suite of radionuclides detected and the isotopic ratios that are present to help inform the assessment. You will produce reports to inform other parts of the National Data Centre and ARPANSA of significant events.
You will work to determine possible sources for detections of interest using atmospheric dispersion modelling and open-source research of radiation sources in the region. You will use a combination of modelling tools including Gaussian puff and Lagrangian dispersion models and work with various software tools developed by the CTBT for the purpose of analysing detections. You will work with Geographic Information Systems such as ArcGIS to produce mapping products for data visualization.
You will work with the members of the Radiation Monitoring Networks group to develop processes and procedures related to receiving, processing, and analysis of detections. This will involve collaborative work to identify opportunities for improvement and ensure that the National Data Centre radionuclide capability is operating to a high standard.
Key accountabilities
* Use CTBTO International Monitoring System data and International Data Centre products to assist in CTBT verification efforts.
* Develop products and systems to support Australia's verification efforts as the radionuclide National Data Centre.
* Use atmospheric dispersion modelling tools to support analysis of detections on the IMS.
* Use Geographic Information Systems, such as ArcGIS, to produce mapping products for data visualization.
* Maintain accurate records of work performed and results obtained and support the preparation of associated guidance documents and technical reports.
* Be an active member of ARPANSA's Talk to a Scientist program, which responds to enquiries from industry, and member of the public.
* Communicate with and provide advice to a wide variety of clients and external stakeholders.
Our ideal candidate - job specific capabilities
You must possess a tertiary degree in a branch of the physical sciences, from an Australian educational institution or a comparable qualification. A sound knowledge of physics and environmental modelling is essential. Experience in radiation protection, dispersion modelling, geographic information systems, computer programming, and database management would be advantageous.
You will have well developed interpersonal skills and the ability to contribute effectively in a team environment, sometimes in a leading role, together with the ability to liaise with all levels of staff, clients and members of the general public. You will have the ability to consistently perform efficiently and effectively at a high level and the demonstrated ability to make well balanced and informed decisions.
You must hold Australian citizenship and be prepared to travel interstate from time to time as required. ARPANSA requires all new employees to obtain and maintain a national security clearance as a condition of engagement. You must also meet required pre-employment checks as necessary.
Selection criteria
* Demonstrated capability in environmental or dispersion modelling, and the ability to use modelling outputs to assess risks and impacts to people and the environment.
* Demonstrated strong analytical, problem solving and decision-making skills based on professional judgement and evaluation of risks.
* Demonstrated capability in data analysis, processing and data visualisation. This may include computer programming, geographic information systems and Microsoft analytic tools.
* Demonstrated capacity to produce reports which are clear, concise and readily understood by the intended audience.
* Demonstrated ability to work collaboratively and build and sustain positive relationships with team members, stakeholders and clients. High level liaison and communication skills including the ability to impart very complex information clearly.
