The Health Care Complaints Commission (HCCC) is an independent statutory body set up under the Health Care Complaints Act 1993. The work of the Health Care Complaints Commission (HCCC) contributes to ensuring the community is safe and confident in the standard and quality of health services in NSW. The Commission protects the health and safety of the NSW community through independent, accessible, and effective management of health care complaints and regulatory action.

ABOUT THE ROLE

The Senior People and Culture Advisor provides expert operational and strategic support to the People and Culture Manager. The role is responsible for implementing data-driven workforce solutions and delivering proactive people practices supporting a high-performing, inclusive, and adaptable organisation. This position partners with senior stakeholders across the Commission to align people strategies with organisational objectives.

Key accountabilities
* Partner with managers and teams to co-design and implement integrated people and culture strategies.
* Provide analysis and reporting of workforce metrics to support evidence-based decision making, including HR Dashboard and people analytics, to assist with change and drive growth and development at the Commission.
* Support the People and Culture Manager on projects related to workforce strategy, change, and reform.
* Deliver high-quality advice and support to Managers across a range of people functions, including performance, capability, recruitment, employee relations, and engagement.
* Manage sensitive and complex people matters in compliance with legislative, policy, and ethical standards.
* Drive improvements to policies, processes and practices using insights from data, feedback, and benchmarking.
* Lead the design, delivery and continuous improvement of learning and development programs, ensuring alignment with organisational needs and workforce capability priorities.
* Develop and oversee staff engagement, onboarding, leadership development and wellbeing initiatives, including leading and managing senior and PSSE Band roles.
* Support the performance of outsourced HR service providers through issue resolution, data validation and SLA compliance, and vendor management, engaging in insightful, data-driven conversations on service delivery

Key challenges

* Balancing operational demands with the delivery of strategic people initiatives.
* Providing timely, accurate and pragmatic people advice in a high-volume, complex environment.
* Influencing decision makers using workforce data and contemporary HR practices.
* Ensuring compliance while promoting innovation and flexibility in people practices.
Key knowledge and experience
* Tertiary qualifications in Human Resource Management, Business, Industrial Relations or a related field, or equivalent experience.
* Demonstrated experience in a senior HR or people and culture advisory role within the NSW public sector or similar context.
Essential requirements
* Strong data literacy with the ability to interpret, analyse and communicate workforce data to influence action.
* Knowledge of NSW Public Sector legislation, GSE Act, Awards and HR policies.

A talent pool may be created from this recruitment action for ongoing and temporary roles of the same work classification that may become available for filling over the next 18 months.
