Azooa is currently preparing a response to an RFQTS for Defence synthetic training support and is seeking expressions of interest (EOI) from experienced C4I Technicians to support upcoming Joint Land / collective training environments.
We are looking to identify suitably cleared and experienced specialists who can support the integration, configuration, and operation of command and control systems within classified Defence simulation environments.
Role Overview
The C4I Technician (Command, Control, Communications, Computers, and Intelligence) operates, administers, and supports simulation applications, models, and technical work instructions in support of Defence simulation events.
This role is responsible for ensuring the effective stimulation of Common Operating Picture (COP), messaging services, and broader C4I systems within Joint Live Virtual and Constructive (JLVC) environments. You will play a key role in enabling realistic, interoperable simulation outcomes aligned to Defence training objectives across the Joint Exercise Life Cycle (JELC).
Key Responsibilities
* Design and implement realistic C4I system topologies across diverse Defence environments
* Integrate C4I systems with JLVC federations to enable accurate simulation stimulus
* Prepare, monitor, and execute simulation test plans and events within SIMCON
* Support full lifecycle activities including design, development, testing, execution, and review of simulation events
* Assure effective delivery of COP, messaging services, and data flows to the training audience
* Configure, maintain, and troubleshoot simulation and C4I system integrations
* Apply ITIL service management processes, including incident, change, and problem management
* Participate in Change Advisory Boards (CAB) and support controlled system changes
* Operate within TECHCON and SIMCON frameworks, including exercise planning and execution phases
* Provide real-time technical support during exercises, including fault resolution and system recovery
* Support out-of-hours operations, shift work, and deployment activities aligned to exercise schedules
* Handle classified information in accordance with DSPF and ISM security requirements
* Ensure compliance with ITAR, FMS, and Commonwealth IP obligations
* Contribute to documentation, knowledge sharing, and continuous improvement of simulation processes
* Collaborate with JCTB technical teams and multi-disciplinary stakeholders
Required Skills & Experience
* 2+ years' experience in simulation and/or C4I roles
* Proven experience with ADF C4I systems and messaging environments
* Strong understanding of networking, communications, and data integration concepts
* Demonstrated ability to troubleshoot complex technical issues in operational environments
* Experience working within classified Defence or secure environments
* Ability to operate both independently and within cross-functional teams
* Experience supporting live, virtual, or constructive training environments
Qualifications
* Tertiary degree and/or vocational qualifications in a relevant IT, networking, or systems discipline
* Experience with JLVC federations and simulation platforms
* Familiarity with Joint Exercise Life Cycle (JELC) processes
* RHCSA or equivalent Linux/system administration certification
* Previous experience supporting ADF training exercises or HQJOC environments

* Primary Location: HMAS Harman, Canberra (HQJOC – JCTB)
* Work Model: On-site with required deployment to Defence exercises (domestic and potentially international)
* Contract Duration: 01 September 2026 – 31 August 2029
* Extension Options: Up to 2 x 12-month extensions available
RFQTS Relevance
This role is critical to enabling realistic command and control simulation effects, ensuring interoperability between simulation and operational systems, and supporting the delivery of Joint Synthetic Training Environment (JSTE) capability for Defence exercises.
