Data Requirements and Planning, Senior Officer

This position resides in the Data Requirements and Quality section of the Data Program (Data and Digital Group), undertaking the duties of a Data Requirements and Planning senior officer responsible for planning of the Bureau's observing network and data.

This position is responsible for gathering, analysing and documenting user requirements and translating them into recommendations, actions and investment decisions to ensure that the Bureau's observing networks and data maximise impact and value for our customers.

This position liaises with both the customer-facing teams in the Bureau and the observing operations and asset management teams in the development and implementation of observation strategies as well as providing support for related data strategies.

To be successful you will have:

* Demonstrated experience in gathering, documenting and analysing user requirements;
* Demonstrated experience in supporting project activities;
* Demonstrated experience in developing successful strategic initiatives;
* Knowledge of data management practices;
* Knowledge and understanding of the collection methods and uses of environmental data and earth observations;
* Excellent written and oral communication skills;
* High-level skills in stakeholder liaison and relationship building;
* A proven ability to work in a team environment and show flexibility and innovation; and
* Enthusiasm and drive.

The key duties of the position include:

1. Identify, gather and analyse information and requirements from a variety of sources, identify critical gaps and make recommendations on observing systems, data and networks, using a customer focused, service-based approach.
2. Engage and develop relationships with subject matter experts, operational staff and customer leads to understand and document user requirements.
3. Engage and develop relationships with observing operations and asset management teams to understand technological and logistical requirements and constraints to network and data planning.
4. Undertake research and engagement to identify and develop opportunities for innovation in new data and observation types.
5. Contribute to the design of the Bureau's Observing Network and develop investment proposals and business cases based on the outcomes of requirements gathering and strategic analysis.
6. Oversee implementation of strategic initiatives relating to data and observations including developing KPIs, project tracking and reporting, and regular re-evaluation of priorities.
7. Contribute to team and program planning, including the Data Program Plans, Data Requirements & Quality Operational Plans and Workforce Plans.
8. Provide or contribute to policy and specialist advice on strategic matters related to the observations program to the CEO, Group Executive, General Managers and other Bureau managers.
9. Participate in the implementation and continual improvement of the ISO 9001 quality management system.
10. Manage, in a timely fashion, requests for observations and data guidance received by the Data Requirements & Planning team, by engaging with SMEs, analysing and assessing risks and requirements, and ensuring the ongoing quality and integrity of observations.
11. Comply with all Bureau work, health and safety and environment policies and procedures, and take reasonable care for your own health and safety and that of employees, contractors and visitors who may be affected by your conduct.
12. Be aware of, and apply as necessary, the principles and practices of the various elements of the Bureau's Diversity and Inclusion policies.

Eligibility

Qualifications:

A degree or diploma of an Australian educational institution, or a comparable overseas qualification, which is appropriate to the duties; OR other comparable qualifications, which are appropriate to the duties.
