HSV was established on 1 January 2021 as a commercially oriented independent provider of supply chain, procurement and corporate shared services to Victoria's public health sector.
HSV's purpose is to partner with Victoria's public health services and suppliers to support better value for the public health sector and better outcomes for their patients.
Our focus is on the end-to-end supply chain needs of health services, including operating the State Supply Chain, to ensure Victoria's public health services have access to goods that may be in higher demand or difficult to access. Under the Health Services Act 1988 (Vic), we administer compliance-related functions, and work with health services to assist them in meeting compliance and probity obligations.
About the Role
The Program Manager is responsible for leading, coordinating, and overseeing a program of projects to ensure the delivery of strategic outcomes and business benefits. The role manages interdependencies, optimises resource allocation, and provides leadership to project teams to deliver transformation initiatives successfully. In addition to program-level oversight, the role will also undertake hands‐on project management activities where required to ensure delivery momentum, quality outcomes, and effective issue resolution.
This role will lead a critical and highly visible programs and projects in HSV's Transformation Strategy focused on the design and delivery of future‐state operating models and enabling capabilities. This includes oversight of changes to service delivery models, supporting systems and technology, onboarding and transition activities for participating health services, and leading significant change management efforts to ensure adoption and sustainable outcomes across HSV and its stakeholders.
Key Accountabilities
* Lead and manage the delivery of programs and projects within agreed scope, time, cost and quality parameters
* Oversee the design and implementation of future‐state operating models and enabling capabilities
* Provide strong governance, reporting and assurance in line with HSV's ePMO framework
* Identify and manage risks, issues and interdependencies across program streams
* Lead significant change initiatives to support adoption and sustainable benefits realisation
* Build and maintain effective relationships with internal stakeholders, health services, suppliers and government partners
* Provide leadership, direction and coaching to project managers, change specialists and subject matter experts
* Ensure compliance with HSV policies, procedures, delegations and project management standards
About you
* A senior, delivery‐focused Project Manager with experience managing multiple complex projects concurrently.
* Strong background in enterprise transformation, operating model change and/or systems implementation
* Comfortable working in structured governance environments with executive‐level stakeholders.
* Ready to expand into program‐level leadership when required.
* Health, logistics or government experience is desirable, but not essential.
