Primary objective
Provide expert advice to Executive Director and senior management on a broad range of operational and policy matters, by
undertaking research and investigations to formulate recommendations for improvements to service delivery, business
efficiencies, changes to national and NTG standards, policies, frameworks and digitisation.
Context statement
The Senior Civil Administration Project Officer develops recommendations and implements changes that affect the Departments
civil construction and asset management sectors.
Key duties and responsibilities
1. Take the lead role in research and development that improves service delivery through policy development and
implementation, modernising of systems and practices across a broad spectrum of topics relevant to public infrastructure and
civil industry.
1. Develop and deliver a broad range of projects across many disciplines from early inception to detailed implementation
including training operational staff and monitoring post implementation for compliance and adjustments to new processes.
1. Provide comprehensive advice and support to senior management, project managers and operational delivery staff regarding,
development and implementation of changes to frameworks, policies and procedures of the Branch.
1. Prepare project reports, actions plans, presentations, Ministerial and Legislative Assembly Briefs; and draft Cabinet
Submissions on matters relating to the projects being undertaken.
1. Develop relationships with external stakeholders that fosters shared information and collaboration on a range of national and
local industry matters.
Selection criteria
Essential
1. Proven ability to undertake research on broad range of complex issues and provide evidence-based recommendations,
including recognising interconnected issues, exploring new ideas and different viewpoints, and adapting best practice
approaches to address critical gaps in service delivery.
1. Significant project management experience, including procurement and contract management and applying governance and
risk management methodologies.
1. Sound knowledge of business systems and processes for the purpose of implementing changes to improve service delivery
and operational efficiencies, including the use of digitisation.
1. High level communication, both written and verbal, to present messages effectively for a variety of audiences including
internal staff, across Government representatives, Ministers; and external industry representatives and consultants.
1. High-level organisation skills to achieve outcomes while working independently, with limited direction; and coordinate a range
of completing priorities to meet critical timelines in an environment of ongoing change, uncertainty, and pressure.
Desirable
1. Tertiary qualification in Business Administration, Project Management or other related to the key duties of the role.
