Due to the continued growth of our business, we are now seeking to add a Procurement Manager to the team.
The Procurement Manager is responsible for managing and overseeing EFA's procurement activities to ensure they are conducted in accordance with the Public Governance, Performance and Accountability Act 2013 (PGPA Act), the Commonwealth Procurement Rules (CPRs), internal procurement policies, and relevant government frameworks. The role ensures value for money, probity, fairness, and compliance in all procurement processes and supports effective supplier relationships that enable EFA to deliver on its objectives.
The key duties of the position include
- Develop and implement proceurement strategies aligned with EFA's objectives and the CPRs.
- Provide advice on procurement options, market approaches and risk management.
- Lead the end to end procurement processes, including open tenders, limited tenders, requests for quote (RFQ), and panel arrangements.
- Prepare and review procurement documentation and ensure procurement processes achieve value for money and withstand audit scrutiny.
- Ensure all procurements comply with Commonwealth procurement legislative requirements, policies and panel rules as well as applicable EFA policies and procedures.
- Maintain accurate records and ensure reporting obligations are met.
- Monitor procurement activities for probity, ethical behaviour and conflicts of interest.
- Oversee contract establishment in conjunction with the Enterprise Legal team and handover to contract managers.
- Partner with business units to understand requirements and provide high quality advice, assist in developing contract management plans and monitor performance.
- Manage relationships with suppliers, government stakeholders. And internal clients.
