The Commonwealth requires a highly skilled APS6-level Procurement Officer engaged through a labour‐hire arrangement to provide specialist procurement advisory and operational support. Provide quality, accurate and timely procurement advice to stakeholders to ensure compliance with the Commonwealth Procurement Rules and the Public Governance, Performance and Accountability Act.
Responsibilities
* Work with business areas to identify procurement needs, and encourage early engagement with decision makers to ensure procurements are effective, promote proper use of resources, and deliver value for money.
* Create, update and maintain procurement records in TechOne and BuyICT.
* Create, update and maintain AusTender approaches to market, panel arrangements and reporting obligations.
* Build documentation for internal use that is simple, easy to maintain and consistent with better practices.
* Work with stakeholders to ensure that contracts are properly managed, reported internally and externally.
* Provide contract management and contract relationship support both internally to the National Archives and suppliers.
* Implement, promote and apply the National Archives' Vision, Mission and Commitments as expressed in Strategy 2025‐2030 and Our Values.
* Promote and apply the APS and National Archives values and contemporary people‐management principles and practices in diversity, workplace health and safety and participative management.
Qualifications & Experience
* Required
o Experience with TechOne, AusTender and BuyICT
o Training in Commonwealth Procurement Rules and Public Governance, Performance and Accountability Act compliance.
* Highly desirable
o Completion of or progression towards Certificate IV or Diploma in Government Procurement and Contracting.
