About the committee
The Risk Management and Audit Committee (RMAC) is established as an advisory committee to the City of Palmerston Council. The Committee is established by Council, pursuant to the Local Government Act 2019 (NT) and Local Government (General) Regulations 2021 (NT) with key functions to:
* Monitor and review the integrity of City of Palmerston's financial and performance management.
* Monitor and review City of Palmerston's internal controls.
* Make recommendations to Council about any matters the Committee believes may require the Council's consideration under the above functions.
RMAC consists of a minimum of four members, comprising Elected Members of Council and a minimum of two Independent Members. RMAC meets at least four times a year and plays an integral role in providing oversight and advice to Council on matters outlined in the Risk Management and Audit Committee Terms of Reference located here https://palmerston.nt.gov.au/your-council/committees/risk-management-and-audit-committee.
About you
City of Palmerston is seeking:
* Prior experience as a Member of a Board or Committee of an organisation of a similar size to City of Palmerston.
* Professional qualifications in accounting, finance, law or other related fields.
* Experience in governance and risk management.
* Understanding or experience in compliance oversight and management.
* Understanding of internal and external audit functions of an organisation of a similar size to City of Palmerston.
* Understanding of good financial management principles and the ability to review financial statements.
* Experience in a local government context is desirable.
About the role
Independent Members are expected to provide expert advice on financial management and accounting, risk, compliance and integrity oversight and management, and internal and external audit functions.
Working collaboratively with other Committee members, the Independent Member is responsible for fulfilling the Committee's roles and obligations as outlined in the Terms of Reference:
* Monitoring and reviewing the effectiveness of the Risk Management Framework and Fraud and Corruption Control Framework
* Reviewing the adequacy of internal controls
* Reviewing the annual financial statements and Annual Report.
* Monitoring internal and external audits.
Appointment is for a period of two years.
Meetings are held at City of Palmerston's Civic Centre, 1 Chung Wah Avenue, Palmerston NT a minimum of four times per year. Committee Members may be asked to participate in additional meetings or activities from time to time.
Members receive remuneration for each meeting in accordance with the remuneration schedule set out by the Northern Territory Government for a Class C1 Advisory and Review Board: https://cmc.nt.gov.au/supporting-government/boards-and-committees/classification-remuneration.
