Job Description

We're looking for a Senior Organisational Change Manager to play a critical role in shaping and delivering a large-scale digital transformation program. This is a unique opportunity to drive meaningful change in a legislation-driven environment, where your work will directly influence operational effectiveness, compliance outcomes, and community services.

As the Change Lead, you will design, deliver and continuously refine change and training strategies across a multi-stream transformation program. Working within a Business Readiness team, you'll ensure alignment across change, communications, training, and workforce planning to deliver sustainable and measurable outcomes.

You'll also partner closely with senior leaders, helping them navigate complex trade-offs between compliance, operational efficiency, and cost—ensuring the organisation is ready, capable, and supported through change.

Responsibilities

1. Lead end-to-end Organisational Change Management (OCM) strategy across multiple program streams
2. Drive an integrated Business Readiness approach across change, communications, training, and workforce initiatives
3. Provide strategic advice to executives on compliance, efficiency, and transformation trade-offs
4. Translate legislative and policy requirements into clear people, process, and capability impacts
5. Manage change impacts, risks, and stakeholder engagement across concurrent initiatives
6. Define and track adoption and benefits realisation metrics
7. Develop and deliver communication, training, and stakeholder engagement strategies
8. Support go-live readiness, transition planning, and post-implementation adoption
9. Provide clear reporting, insights, and risk mitigation strategies to program governance forums

Qualifications

10. Extensive experience leading change in large, complex transformation programs
11. Proven track record working across multi-stream, interdependent initiatives
12. Strong experience in legislative or regulatory environments
13. Ability to balance compliance requirements with operational and commercial outcomes
14. Exceptional stakeholder management skills across executive and operational levels
15. Deep knowledge of change frameworks (e.g. PROSCI ADKAR)
16. Strong communication skills, with the ability to translate complex information into clear, actionable insights
17. Experience managing resistance, negotiation, and competing priorities in fast-paced environments
