Learning and Development Business Partner

Working at AlburyCity is not just a job, you are connected to something much bigger. Every position, every person, every department is here for our community and to make a difference to where we work, live and play. We are here to learn, to grow, to achieve and to create genuine connections within our community.

The Position

Local government offers a uniquely diverse learning environment – from outdoor services and infrastructure to corporate, compliance, community and leadership capability. As our Learning and Development Business Partner, you’ll design and deliver learning that supports people across this breadth of roles and services.

Reporting to the Team Leader, Talent and Organisational Development, you’ll work in a small, collaborative team alongside a Learning Advisor, partnering with leaders to plan and deliver learning that builds capability where it matters most.

You’ll support upcoming financial year learning program planning, contribute to the evaluation and future direction of leadership development programs, and embed our capability framework into learning, talent and workforce development initiatives. The role includes program and policy design, development of internal‑led training based on needs analysis, confident facilitation of learning activities, and practical use of learning systems and data to promote learning and support compliance.

If you bring experience in learning program design, are comfortable facilitating groups, enjoy variety, and want to make a tangible impact across a diverse local government workforce, this role offers meaningful work, influence and collaboration.

What you’ll work on in your first 6–12 months

* Contributing to annual corporate, compliance and leadership learning program planning
* Supporting the evaluation of leadership development programs and shaping recommendations for future delivery
* Designing and delivering internal‑led training programs based on organisational needs analysis
* Embedding the capability framework into learning pathways and talent development initiatives
* Reviewing and updating learning and development policies and supporting program documentation
* Using the LMS and learning dashboards to promote learning opportunities and monitor compliance training completion
* Building strong partnerships with leaders across a wide range of operational and professional areas

Qualifications and Experience

* Tertiary qualification in Human Resources, Organisational Development, Training and Development or related field
* Demonstrated experience in learning and development, organisational development or human resources within a complex organisation.

Hours

Based on a 35 hour week, with actual days and times being Monday to Friday, 8:30am to 5pm, with an RDO in accordance with AlburyCity's RDO guidelines.

Benefits

Live and work in a culture‑rich location minutes from the Murray River, just a short drive to one of Victoria’s best wine regions and with the ski fields so close you will be zooming down the mountains in under two hours.

Our conditions of employment support equal opportunities and an ethical, diverse, and inclusive workplace. We also recognise and value your priorities beyond work. It’s important to us that you have a sustainable work‑life balance, so we offer flexible working arrangements, a nine‑day fortnight for full‑time staff, and a range of leave options and support programs.

We are committed to creating a diverse, equitable and inclusive workplace where everyone feels respected and supported. We encourage applications from all people, including Aboriginal and Torres Strait Islander peoples, people with disability, culturally and linguistically diverse backgrounds, LGBTQIA+ communities, and people of all ages and identities.

AlburyCity is committed to being a child safe organisation by creating cultures, adopting strategies and taking action to empower children. We work hard to keep them safe from harm because child safety is everyone’s responsibility.

This role closes on 03 May 2026. For further information contact Jess Wilson at jess.wilson@alburycity.nsw.gov.au or call 02 6023 8207.
