The State Commission Assessment Panel (SCAP) is established under South Australia's Planning, Development and Infrastructure Act 2016 as a committee of the State Planning Commission (the Commission).
SCAP’s responsibilities include:
* Assess and determine development applications where the Commission is the relevant authority.
* Assess and report on crown development and public infrastructure applications to the Minister for Planning.
SCAP Practice and Operating Directions state SCAP Membership should comprise a Presiding Member, a Deputy Presiding Member, five Ordinary Members and three Occasional Members. The Commission may appoint additional Occasional Members from time-to-time if deemed necessary.
SCAP Members are appointed by the Commission and the Commission will seek to ensure that the members of SCAP collectively have qualifications, knowledge, expertise and experience in one or more of the following areas:
* Hold a recognised or related planning qualification and have minimum of 2 years full time or equivalent experience covering at least 6 months experience in at least three of the technical skills applying to a Level 1: Assessment Manager.
* Urban and regional planning including previous assessment panel experience, development assessment and statutory planning.
* Place-making, architecture, and urban design.
* Administration and/or leadership of urban and regional governance.
SCAP Members are required by the Commission to be an Accredited Professional (Accredited Professional – Planning Level 2).
Successful candidates may be offered up to a maximum three-year term and are eligible for reappointment.

The Commission invites Expressions of Interest from suitably qualified individuals to be appointed to SCAP.
Please send a cover letter of no more than two pages and a curriculum vitae, which includes the following:
* Your qualifications, knowledge, expertise and experience (including any specialty expertise).
* Whether you are seeking appointment as a Presiding Member, Deputy Presiding Member, Ordinary Member or Occasional Member.
* Whether you hold or are capable of obtaining accreditation as an Accredited Professional—Planning Level 2.
* Whether you would prefer a one-, two-, or three-year term. Aboriginal and Torres Strait Islander peoples are encouraged to apply.
