The Opportunity
We are looking for a ICT Cost Estimator to join a critical transformation program. This initiative will unify hybrid‐multi‐cloud hosting, security, and operations into a single ecosystem, driving cyber resilience and 'evergreen' technology strategies for Defence.
This role offers the opportunity to work at the intersection of high-level ICT architecture and strategic financial modelling. Whether you are based in Canberra, Sydney, or Melbourne, you will play a key role in quantifying the 'art‐of‐the‐possible.'
Key Responsibilities
* Defensible Modelling: Develop ICT cost models covering scope, technology dependencies, and whole‐of‐life implications.
* Strategic Estimation: Apply structured methods (ACEIT/CCT) to generate transparent baselines and evidence‐based insights.
* Risk & Sensitivity Analysis: Produce risk‐adjusted estimates aligned with delivery and architectural assumptions, identifying key cost drivers.
* Stakeholder Engagement: Collaborate with internal stakeholders, central agencies, and vendors to validate realistic cost inputs.
* Governance & Maturity: Provide expert guidance on estimation principles and contribute to governance frameworks to uplift organisational capability.
Experience & Knowledge
To be successful, you will possess a unique blend of financial rigour and ICT technical literacy.
Essential:
* Tools: Demonstrated expertise in the Capability Costing Tool (CCT) and ACEIT.
* Strategic Alignment: Deep understanding of the National Defence Strategy.
* Regulatory Frameworks: Strong knowledge of the PGPA Act, CPRs, and the Defence Cost Estimation Manual
* Communication: Ability to translate complex cost risks into evidence‐based investment options for senior decision‐makers.
Desirable:
* Cloud financial management (FinOps) and consumption‐based modelling.
* Experience with Structured Analytical Techniques (SATs).
* Ability to model alternative delivery pathways in ambiguous problem spaces.
