The Utilities Technical Regulation team at Access Canberra is seeking a motivated professional to lead the governance stream and support the delivery of strategic regulatory functions across the water, electricity, and gas sectors. This role will work closely with the Senior Director and the broader team to develop governance frameworks, regulatory documentation, and high-quality strategic papers and operating procedures. Your contribution will help ensure effective regulation of utilities in the ACT and drive continuous improvement in regulatory practice.

The successful candidate will have exceptional communication skills and the ability to provide accurate governance and regulatory advice on complex engineering and regulatory matters.

You will join a diverse and innovative team committed to ensuring the safe and reliable delivery of utility services. Our professionals collaborate to leverage expertise and provide clear, actionable technical advice to the Technical Regulator, Ministers, and key stakeholders. This advice underpins critical projects shaping the ACT’s future utility infrastructure, including the construction of Light Rail and the transition away from gas.

In this role, you will manage relationships with regulated utilities and a range of internal and external stakeholders. You will contribute to scoping and delivering regulatory projects, provide advice to inform policy programs, and establish robust regulatory frameworks. The position also includes supervision of staff.

Eligibility/Other Requirements:

- Formal qualifications are not mandatory for this role.
- Experience in regulation, governance, or legislative development is highly desirable.
- A current C class driver’s licence may be required.
- This position involves direct supervision of one to two staff.

Notes: This is a temporary position available immediately for a period of six months with the possibility of extension up to 12 months. This is a full-time and/or part-time position, and the full time salary noted above will be pro-rata. There is an expectation that you will attend the Dickson office at least once per week for in person team collaboration, however flexible work arrangements can be negotiated for this position.
