Primary objective
Develop, implement and coordinate plans for disaster prevention, preparedness, response and recovery, focusing on risk
assessment, stakeholder liaison, training and coordinating operations during incidents such as cyclones, floods and fire.
Context statement
Emergency Management obligations are detailed in the Northern Territory Government Emergency Plan in which the Department
of Logistics and Infrastructure has a lead role in transport and engineering functions. The Director Emergency Management is the
Department's lead coordination point across all regions, with other government agencies and industry.
Key duties and responsibilities
1. Lead the planning process and drive implementation of the department's arrangements in preparedness, response and recovery
to emergency situations as specified in the Territory Emergency Plan.
2. Lead the maintenance and periodic review of the Department's emergency management plans.
3. Prepare high level correspondence, including Ministerial and Legislative Assembly briefings, strategic policy and reports for the
Department and the Territory Emergency Management Council.
4. Build and maintain high level relationships with agencies and non-government organisations that participate in and support
emergency preparation, response and recovery.
1. Work closely with the Department's regional offices and attend Regional Emergency Committee Northern and Southern
meetings as the Department's representative.
6. As part of the Senior Officers Group, provide strategic advice to the Department's Chief Executive Officer and the Territory
Emergency Management Council, and across the Northern Territory public sector.
7. Represent the Department's and Northern Territory's interests at local and national forums and committees in Emergency
Management and the transport and engineering fields.
8. Act as liaison officer within the Emergency Operations Centre or within an Incident Management Team during major emergency
incidents.
Selection criteria
Essential
1. Comprehensive understanding of contemporary risk and crisis management principles, methodologies and governance
arrangements ideally within a government context, with demonstrated experience coordinating response and recovery activities
across complex operational environments.
1. Demonstrated knowledge and understanding of national and Territory arrangements, policies, trends and developments in
emergency management.
1. High level written, oral and interpersonal communication skills, with the proven ability to operate in high pressure environments
with a high level of autonomy, ability to problem solve and exercise sound judgement in decision making.
1. Strong leadership, collaboration and engagement skills with the ability to maintain productive working relationships at senior
management level and across a broad range of stakeholders.
1. Highly motivated, self-reliant with highly developed organisational skills to deliver timely outcomes.
2. A driver's licence or ability to obtain one.
Desirable
1. Tertiary qualifications in a relevant field or demonstrated experience.
1. Training in emergency management systems such as AIIMS (Australian Inter-Service Incident Management).
