* 72.5-hour fortnight with roster variations depending on the position (9-day fortnight - RDOs in accordance with Council policy)

The Opportunity As a Utility Services Officer, you will play a critical role in providing administrative support to the Utility Services Manager and team by delivering high-level administrative, systems, and customer service support across Council’s water, sewerage, and waste functions. This is a diverse and rewarding role that combines administration, regulatory compliance, data reporting, and customer service. Key Responsibilities
* Maintain a strong understanding of relevant legislation, regulations, and policies affecting utility services within a local government context.
* Provide operational support to senior managers and staff by coordinating meter reading rounds and acting as a central point of contact for Utility Services functions.
* Work collaboratively with Information Technology Services to develop and maintain systems that support effective technical operations and reporting for the department.
* Manage data reporting cycles with accuracy, including data cleansing, validation, and preparation for water meter reading activities.
* Administer audit processes for water consumption reporting, ensuring accuracy in reports used for billing.
* Make informed and timely decisions using data, knowledge, and consultation with key stakeholders and authorised officers.
* Lead the creation of training materials, maintain departmental social media and web content, and develop e-learning modules for both staff and community education.
* Manage all administrative functions efficiently and effectively within the Utility Services department, ensuring responsibilities are fulfilled to a high standard.
Our Ideal Candidate We are looking for a proactive and organised Utility Services Officer who brings strong administrative and systems support experience within a technical or operational setting. You will be confident using business systems, handling data with accuracy, and providing excellent customer service across a range of utility-related functions.
Our ideal candidate is a clear communicator, able to manage competing priorities, solve problems independently, and collaborate effectively with internal teams and external stakeholders. An understanding of local government operations and utility services—particularly water, sewerage, and waste will be highly regarded.

Mandatory
* Transitional skills and experience that support the provision of administrative and systems support in a technical or operational environment.
* Strong communication and customer service skills, with the ability to handle enquiries in a timely and professional manner.
* Proficiency, or the ability to acquire proficiency, in business systems such as TechOne or similar, with confidence in data entry, validation, and reporting.
* Competent in Microsoft Word and Excel, with some experience in Adobe Creative Suite for basic desktop publishing or training content.
* Understanding of the importance of data accuracy and reporting processes, including preparation and checking of information.
* Ability to work independently, manage multiple priorities, and apply sound judgment.
* Good planning and time management skills to meet deadlines and coordinate tasks.
* Current Queensland “C” Class Driver Licence.
Desirable
* Certificate IV in Business and/or experience in administration preferably in local government Understanding of local government processes and relevant legislation.
General Salary Information:
This position is classified as Level 3 Year 1 under the Hinchinbrook Shire Council Local Government Officers (Stream A) Certified Agreement .
The salary is $74,980 per annum plus superannuation. $39.7293 per hour.
