The Department of Customer Service is seeking a Senior Procurement Officer to join our Strategic Sourcing team!Clerk Grade: DCS Clerk Grade 9/10Employment Type: Permanent / ongoing full-timeHybrid working arrangements: 5 days in the office per fortnightThis role sits within: the Digital NSW Division in the DCS ICT Strategic Sourcing Procurement teamReports to: Senior Sourcing ManagerAbout the teamStrategic Sourcing is a team of procurement, commercial and technical specialists within the ICT / Digital Sourcing branch of the Digital NSW division.We’re focused on establishing all of government ICT contracts, either as panel arrangements or individual supplier agreements, that make it easier for our buyers to access the ICT goods and services they require to realise NSW Government’s objectives. Delivering optimal commercial outcomes is also a key focus as we strive to get best possible value for money through our procurement pathways, sector wide procurement and expense management initiatives.Your day-to-dayWe are looking for an outcome focused, and process driven Senior Procurement Officer to deliver procurement activities required to establish and/or optimise all of government ICT agreements with numerous and varied suppliers covering hardware, software, professional services, telecommunications and cloud. Your key accountabilities will include the following:Support the Senior Sourcing Manager to lead and manage procurement projects to adhere to Government processes, procedures, and priorities to meet stakeholder expectations and achieve organisational objectives, including:Development of Briefing Notes (BN) and monitoring progress.Undertake procurement planning activities such as market analysis and demand analysis.RFx document preparation, including required templates, document compilation and organisation in the designated folders, spelling and grammar checks.Perform communication with suppliers (via the Tender Platform, shared mailbox, virtual meetings or phone calls).Develop and present tender briefing materials.Publish Tender Addenda, including consolidation of questions, draft responses and review with the Senior Sourcing Manager.Support to Evaluation Report drafting and consolidation.Support to RFx responses evaluation.Support negotiation of final agreements with suppliers and prepare agreements for execution.Perform supplier debriefs post agreement award.Develop and administer contract management plans, negotiate changes and modifications, supplier performance management and compliance requirements through effective supplier relationships to enhance business outcomes.Perform required Procurement administrative activities to ensure compliance with the NSW Procurement Policy Framework and ICT Purchasing Framework, including:Records Management activities aligned to the required TRIM methodology.Files management and organisation according to the PSM methodology.Meeting organisation and minutes preparation.Document procurement processes, decisions and contractual arrangements to provide an audit trail for probity and audit purposes.To be successful in this role you will demonstrate:Understanding of Government Procurement: Possesses knowledge of government procurement policy framework, procurement directives and processes, ensuring all activities comply with relevant requirements. Understands and can apply the ICT purchasing framework (Core, MICTA/ICTA) and government wide schemes, panels and agreements.Commercial Management: Participates and leads activities in complex negotiations with suppliers to secure the best possible terms and conditions while ensuring compliance with the NSW Procurement Policy Framework and ICT Purchasing Framework.Contract Review: Demonstrates proficiency in reviewing contract drafting and a thorough understanding of the implications to procurement outcomes, ensuring legally sound and beneficial agreements, that minimise residual risk.3rd Party Delivery: Develops and implements contract management plans, negotiates changes and modifications, and oversees supplier performance and compliance. Builds strong supplier relationships to drive improved business outcomes.Stakeholder Engagement: Demonstrates success in delivering procurement projects within complex, multi-party, multi-level stakeholder environments, achieving favourable commercial outcomes. Capable of identifying key stakeholders at relevant stages of the procurement process and coordinating engagement/inputs to develop solutions that cater to a broad customer and supplier base.Ethical Conduct: Demonstrates a record of maintaining the highest ethical standards in all procurement activities. Ensure procurement activities are fully compliant with NSW government and DCS policies, frameworks, and regulatory requirements.Market Knowledge and Insights: Understanding of the ICT market is desirable, including knowledge of enterprise ICT technologies and professional services commonly procured by large Government organisations. Undertake business needs assessment, supply market analysis and commercial risk assessments to inform procurement planning and sourcing decisions.Communication Skills: Exhibits excellent written and verbal communication skills, enabling clear and effective interactions with stakeholders at all levels. Demonstrated ability to develop quality documentation for internal and external consumption.Project Management Expertise: Adept in project management, capable of planning and executing complex procurement initiatives from conception through to successful delivery. Skilled in delivering projects within timelines, budget, and resource constraints.
