Senior Spatial Analyst - Geospatial Operations :
Develops, implements and manages Geographic Information Systems (GIS) and data management projects and undertakes complex GIS analysis to support CFS policy, strategy and operations.
Leads the coordination and development of the CFS spatial Common Operating Picture (COP) and tactical mapping capability.
Liaises with staff and clients to capture and interpret business requirements, providing specialist advice on geospatial solutions, operational standards and procedures, and develops and supports a range of geospatial products and web-based solutions to meet agency program objectives.
Significantly contributes to the coordination, facilitation and promotion of the development of information initiatives and the exchange of spatial information and analysis across the Emergency Services Sector and other external stakeholders.
Identifies, project manages and promotes the development of information initiatives for the use of analysis and delivery of spatial information across the agency during operational and day to day business.
Assists with the strategic development and delivery of enterprise spatial data architecture, spatial data analysis and technology solutions to support operational and business requirements.
Contributes to the development and implementation of organisational policies and procedures to provide sound corporate governance to meet legislative requirements and compliance with government policy, with specific focus in the geospatial area.
Provides technical advice, support and training to GIS system users within the Agency to ensure reliable and efficient support for CFS geospatial systems and operations.
Implements projects using appropriate planning and evaluation principles and methodology.
Outcomes
Effective design, configuration, and enhancement of the CFS spatial Common Operating Picture and tactical mapping systems to support real-time situational awareness and operational decision-making.
Acquisition, validation, and integration of spatial datasets from multiple sources, ensuring accuracy, consistency, and compliance with data governance standards.
Geospatial platforms, including map services, layers, and dashboards, and effectively administered and maintained ensuring optimal performance and availability during operational and planning activities.
High-quality spatial products and visualisations for incident management, planning, and reporting purposes and developed and delivered.
Collaboration with internal teams, emergency services partners, and external agencies to identify geospatial requirements, provides expert advice, and delivers user training on COP and mapping tools.
CFS geospatial system efficiency and capability are enhanced through research and implementation of emerging technologies, automation techniques, and best practice.
Specialist advice is provided to CFS business units and external collaborators on geospatial solutions, operational standards and procedures to support agency and SA Government objectives.
CFS geospatial requirements and technological status is represented at the state government level through participation in relevant technical working groups.
Products and outputs are developed and maintained to meet operational and business needs, including emergency service stakeholders.
Workflow is managed in accordance with established processes and procedures.
Spatial data validation processes are met and a process of continuous improvement is maintained to ensure data meets quality standards.
Organisational policies and procedures to provide sound corporate governance to meet legislative requirements and compliance with government policy, with specific focus in the geospatial area are maintained.
Procedural and technical documentation and Quality Assurance Scripts for spatial data are maintained.
Projects are managed in accordance with sound project management principles.
Tactical mapping application is administered effectively, staff, volunteers and partner agency personnel are trained in the use, and their associated devices have appropriate access.

Technical Skills
* ESRI GIS software with an emphasis on ArcGIS Pro, ArcGIS Enterprise, ArcGIS Online, geoprocessing tools and configurable web apps.
* Using ArcGIS Enterprise to publish and maintain authoritative GIS web services for use in business, web mapping and mobile applications.
* Configuring and maintaining Web GIS applications using Geocortex Essentials, ArcGIS Web AppBuilder or Experience Builder.
* Building and maintaining configurable mobile solutions using a range of ArcGIS mobile apps – e.g. Field Maps, Survey123 and QuickCapture.
* Using Enterprise Geodatabases (based on Oracle, SQL Server or PostgreSQL) to access and manage authoritative departmental spatial data sources.
* Information life cycle management principals and approaches.
* Supporting the development and adoption of geospatial operational standards and procedures.
* Textual and geospatial databases and other data tools such as MS Access and Excel. Scripting languages such as python, R or java scripting an advantage.
* Feature Manipulation Engine (FME)
Essential Qualifications
* Evidence of a minimum 5 years experience in GIS, geospatial or spatial science; AND
* Evidence of formal training or a qualification in GIS, geospatial, spatial science or a related field.
* A tertiary qualification in GIS, geospatial or spatial science.
* Experience in leading projects showcasing strong leadership skills to drive projects from inception to completion, while prioritising high performance and stakeholder satisfaction.
* Understanding of emergency services operations, incident management systems, and the role of geospatial intelligence in supporting public safety.
SA Country Fire Service
The SA Country Fire Service (CFS) is a community-based fire and emergency service dedicated to protecting life, property, and environmental assets in rural and semi-urban South Australia. SACFS is a statutory authority reporting to the Minister for Emergency Services. The SACFS consists of approximately 13,500 volunteers and 180 Career Staff. CFS provides operational support capabilities and personnel to local, interstate and international incidents.
The CFS offers a unique opportunity for its paid workforce to support CFS volunteers in the delivery of emergency services to the community, by providing emergency support for frontline operations and incident management functions. These functions may require staff to be located at the State Commander Centre, Regional Command Centre(s), Incident Control Centre(s) or field-based command points. Frontline operations include the attendance at bushfires, structure fires, hazardous materials incidents, road crash rescues and many other emergency incident types.
The emergency support and incident management functions required by staff include being on a roster which can result in activation across a 7-day period. A standard on-call rostered shift spans a 12‑hour period across 7 days and is subject to change, noting they are driven by operational demands, incident complexity and duration. Some roles require staff's immediate response to a change in work location, potentially an airbase, regional command center, or incident management location when on‑call, requiring the individual to be located within an hour of the nominated location during this period.
The CFS provides the necessary training and support to all staff to assist them with these opportunities and experiences for growth and development.
