Role Description
We're seeking a highly capable OCM professional to support one of our exciting Defence AI Initiatives as an OCM Lead We're more than happy to consider candidates seeking both Permanent Employment or a Contracting role.
Location: Canberra, ACT
Security Clearance: Negative Vetting Level 1
Initial Term: to 30 June 2026
Operating at the program level, the OCM Lead will:
* Develop and implement a Change Strategy and governance approach (adoption metrics, readiness criteria) aligned with program objectives and Defence's guiding principles.
* Lead stakeholder engagement and communications, crafting clear, consistent messaging that builds confidence across CASG, Services, enabling groups, and industry partners.
* Conduct adoption impact assessments and readiness planning, focusing on people, role-based responsibilities, and organisational implications.
* Design and deliver training and enablement programs, including role-based learning pathways, workshops, and support materials to ensure stakeholders can operate effectively under new digital workflows.
* Establish adoption metrics and reporting mechanisms, tracking progress against readiness objectives and providing insights to governance forums.
* Manage resistance and adoption risks, implementing mitigation strategies and escalating issues where necessary to maintain delivery confidence.
* Facilitate transition to business-as-usual (BAU) by embedding adoption practices into operational processes, supporting change champion networks, and ensuring handover of change artefacts to process owners.
Required Skills and Proficiencies
* Leads organisational change activities, ensures business readiness, and governs adoption.
* Expertise in stakeholder engagement, communications planning, and training delivery for large, complex programs.
* Familiarity with Defence procurement processes, PSPF, ISM, and ethical AI principles.
* Experience in digital transformation and AI-enabled change adoption.
* Strong ability to produce clear, plain-language communications for diverse audiences.
