About Our Client
The Port of Hastings Corporation (PoHC) is responsible for managing the landside port operations at the Port of Hastings, including the maintenance and development of the associated port infrastructure.
Job Description
* Lead the development of the commercial structure for the main works contract to deliver the VRET and ensure that government procurement policies are adhered to e.g. Social Procurement Framework, Local Jobs First in all procurement processes.
* Ensure the commercial position of all contracts within the Project is accurately reported, including:
* Financial reporting and impact analysis of key commercial decisions
* Associated risks including impacts to project cost forecasts (risks & opportunities).
* Support the Project team in the evaluation of tenders and preparation of recommendations, including being part of briefings and advice to the CEO, Project Director, Deputy Project and Senior Management Team
* Provide commercial support and guidance for functional teams managing contract work packages to ensure commercial positions of all contracts is effectively managed. This includes contract negotiations, cost forecasting, program review, risk management and review of progress claims.
* Provide support and guidance to the Project Director and Deputy Project Director to ensure effective risk management and addressing of potential exposures, including proactive identification of potential risk causes and mitigation of consequences
* Oversee the analysis and prepare recommendations on any claims for compensation and contractual entitlements, including arising from scope variations, differing site conditions, delay, disruption and acceleration, escalation and force majeure as necessary.
* Represent PoHC in negotiations and liaison with key stakeholders on commercial related issues.
* Provide professional leadership to others within the Project Management Office workstream (including cost controllers, schedulers, document controllers) as well as establish and maintain effective working relationships with the Project Director, Deputy Project Director, Senior Management Team and project team members.
The Successful Applicant
* Extensive senior commercial experience and high levels of commercial acumen demonstrated though a strong understanding of commercial, financial, policy and related issues within a complex infrastructure environment.
* Demonstrated detailed understanding of the development and delivery of major construction contracts, including significant experience in tenders, evaluation, negotiating contract terms and conditions, awarding of contracts, contract management and claims resolution.
* Demonstrated knowledge of market engagement practices, market drivers, government requirements, policies and processes.
* Demonstrated ability to take a lead role in addressing and resolving potentially significant political and commercial risks associated with development and delivery of major construction contracts.
* Demonstrated ability to review and provide senior specialist advice on all key commercial aspects of project delivery, including construction program, cost estimates, risk workshops, third party interfaces and resolve potentially significant commercial risks.
* Demonstrated senior experience directing and influencing multi-disciplinary teams, consultants and contractors to deliver high quality outcomes.
