Senior leadership role with broad scope across HR, workforce planning, and organisational development
Up to $150K + super + 5 weeks leave
Are you a strategic HR leader ready to make a meaningful impact – support Australia's largest Indigenous community
Palm Island Aboriginal Shire Council is seeking an enthusiastic and experienced HR leader to take on the role of Manager People and Capability - a unique opportunity to shape the future of workforce development in Australia's largest Indigenous community. Based in Townsville, with regular visits to the stunning Palm Island, this role offers the best of both worlds: the professional challenge of leading strategic HR initiatives in a complex, community-focused environment, and the lifestyle benefits of living and working in one of Queensland's most beautiful coastal regions. You will be joining a Council that is financially strong, culturally rich, and committed to sustainable growth through tourism, infrastructure, and local capability building.
This is a hands-on leadership role where you will be responsible for the full spectrum of human resources and organisational development functions. From embedding modern HR systems and driving workforce planning, to managing industrial relations and delivering practical, culturally appropriate training programs – you will be at the centre of shaping a high-performing, values-driven organisation. You will work closely with the CEO and executive team to align workforce capability with the Council's strategic goals and your ability to coach, influence, and build trust across all levels of the organisation will be key to your success.
With sound experience in a senior HR, People and Culture, or Workforce Development role preferably within local government, public sector or a complex organisation you are renowned for your capacity to work collaboratively in a community-focused environment, demonstrating integrity, cultural respect, and a solution-focused approach.
What sets this role apart is the opportunity to make a genuine and lasting impact. You will be supporting a vibrant, young, and dynamic community that is open to change and eager to grow. With a strong focus on developing local talent through apprenticeships, traineeships, and leadership pathways, you will play a critical role in building a sustainable workforce for the future. In return, you will receive a competitive salary of up to $150K + super, 5 weeks annual leave with 17.5% loading, a mobile phone and laptop, and access to professional development. If you are ready to lead with purpose and be part of something truly meaningful, we encourage you to apply.
