Primary objective

Strategically lead, project manage and provide expert advice to deliver reliable, cost effective and contemporary application services to a

portfolio of NT Government agencies including systems configuration, systems analysis and design, systems administration, data

management, business analysis and reporting.

Context statement

Agency Business Systems (ABS) - Justice and General Government (JGG) manage client agencies' core business digital systems through

their life cycle from strategy to design, development, release and deployment, operational delivery, maintenance, support and retirement.

Key duties and responsibilities

1. Lead, project manage and apply specialist knowledge to deliver high-quality, relevant, timely and consistent application services,

including leading procurement and contract management and preparing associated documentation.

2. Identify client agencies' business systems and reporting requirements and develop enabling strategies and plans to manage, develop

and maintain.

3. Provide expert advice and guidance regarding high-value and high-risk ICT projects and multi-year transformation initiatives within

client agencies.

1. Research, monitor, evaluate and improve application services to client agencies, including remedial action to address gaps in policies,

processes and procedures.

1. Build and maintain effective stakeholder, client, vendor and supplier relationships to support the delivery of projects on time and within

budget.

6. Stay abreast of trends within areas of responsibility to ensure contemporary advice and recommendations and a client centric approach

to service delivery.

7. Build the capacity of others and support the professional development of staff within the team for which the position is responsible.

Selection criteria

Essential

1. Demonstrated working knowledge of enterprise level systems, architecture, software environments encompassing automation,

virtualisation, relational database management systems (RDMS), networks, storage, cyber security, solution analysis and design.

1. Contemporary knowledge of and experience using enterprise business intelligence applications and tools for effective data

management and reporting and to support strategic and operational needs of client agencies.

1. High-level leadership skills with proven ability to manage change and translate strategic objectives into operational goals and work

plans.

1. Significant project management experience including undertaking procurement and contract management and demonstrated working

knowledge of best practice governance, risk management and evaluation.

1. Effective interpersonal, verbal and written communication skills, and demonstrated success cultivating productive working

relationships with people of diverse professional and cultural backgrounds.

6. Demonstrated work ethic and attitude which emulates DCDD values of being professional, accountable, honest, innovative and

respectful.

Desirable

1. Degree level tertiary qualification in a relevant discipline, e.g., ICT, business administration.

1. Relevant Information Technology Infrastructure Library (ITIL) qualification and/or database specific certification.
