Add expected salary to your profile for insights.About the RoleThe position of Senior Procurement Officer reports to the Assistant Director Procurement and will work closely with line areas to procure a vast range of goods, services, expertise, including ICT arrangements and technical support services.
The position will manage/support some or all aspects of the procurement process (i.e., procurement assistance and advice, industry engagement, approach to market, evaluation, and contracting).The role requires a customer focus, excellent communication and interpersonal skills, and the ability to work under limited direction with a reasonable degree of autonomy and accountability.
The position is supported by a demonstrated working knowledge of the Commonwealth Procurement Rules (CPRs) and the government's compliance framework.As part of a small team, the role involves communication across all areas within the Courts and requires exercising initiative and judgment in interpreting policy and applying practices and procedures.Key DutiesPartner with staff across the organization, providing high-level advice to build procurement expertise, ensure governance, and improve procurement practices and outcomes.Develop, coordinate, and lead sourcing activities (end-to-end) to establish supply arrangements meeting business needs.Plan and lead contract negotiations to establish and review supply arrangements, delivering value for money procurement outcomes.Identify, manage, and mitigate procurement risks to meet obligations and maximize business opportunities.Document procurement processes, decisions, and contractual arrangements to ensure audit and probity standards.Conduct business needs assessments, supply market analysis, and commercial risk assessments to inform procurement planning and sourcing decisions.The ideal candidate will have at least five (5) years of demonstrated Commonwealth or State Government procurement experience, with a sound understanding of Commonwealth legislation and policies related to procurement.
Knowledge or aptitude to interpret Commonwealth Procurement Rules and policies is essential.Desirable qualifications include a Certificate IV in Government (Procurement and Contracting) and advanced Excel skills.Selection CriteriaIn-depth knowledge of procurement practices, policies, procedures, contract formation, and management processes.Experience delivering end-to-end procurements across all stages of the procurement lifecycle.Strong analytical and research skills, with the ability to evaluate complex issues and provide recommendations.
