Overview of Role
Leading end-to-end procurement processes for the Major Projects Department, including stakeholder engagement (internal & external) and direct advice, identification and management of purchasing risks, and supplier opportunities.
Ensuring all Victorian Government Procurement and probity requirements are adhered to through procurement processes (eg. Competitive ECIs).
Providing procurement leadership, expertise and support to the team that supports project managers throughout the project management lifecycle.
Providing support and expert advice to the Executive Manager of Major Projects, Program Director and Project Managers and taking the lead on providing advisory services to stakeholders.
Engaging with key program and project management personnel to provide leading practice advice, delivery and insight on their procurement needs and activities.
Key Responsibilities
Lead and manage the development, implementation, and application of sustainable procurement strategies, technology solutions, and other practices.
Manage end-to-end procurement, including go-to-market activities, contract preparation, execution, and financial auditing to drive commercial, environmental, and social outcomes.
Oversee, advise, and upskill the Major Projects teams on efficient procurement processes, emphasizing compliance.
Ensure the highest ethical standards in procurement, with strong adherence to brand behaviours, safety, and wellbeing.
About You
Ten-plus years of extensive skills and experience in procurement services.
Proven experience managing procurement requirements of transactions above $20 million, particularly in competitive Early Contractor Involvement (ECI) processes.
Relevant tertiary qualification in commerce, finance, economics, business management, law, or related discipline.
At least 10 years of specialised experience in commercial, procurement, and supplier management.
Comprehensive knowledge of Victorian Government procurement requirements and practical experience integrating them into business processes and improvements.
Strong analytical skills with the ability to solve complex problems and think laterally.
Depth of knowledge of Victorian Government Procurement Policies with a demonstrated history of ownership of the policy requirements.
Salary
The salary and conditions for this position will be as per the Coliban Water Enterprise Agreement **** Band 5. The salary range is $115,162-$139,851+ superannuation and will be offered to the successful candidate commensurate with their skills and experience. This role is a three-year fixed-term position.
