About The Role

The Executive Director, Investment and Commissioning, provides strategic leadership for the Department of Health's investment and commissioning agenda, ensuring that funding decisions align with government priorities and deliver defined health outcomes. This role is responsible for overseeing the entire commissioning cycle, from shaping the investment pathway to designing, implementing, and evaluating commissioning strategies, ensuring that resources are allocated effectively and drive measurable improvements across Victoria's health sector.

Reporting directly to the Deputy Secretary, the Executive Director leads multidisciplinary units responsible for investment analysis, commissioning design, and performance oversight. The role fosters collaboration across internal divisions, and key sector-facing groups, while engaging with executive level external partners and stakeholders. This collaborative approach ensures integrated advice and a coordinated response to emerging health system needs and opportunities.

The Executive Director aims to advance financial sustainability and accountability across the Victorian health system by embedding robust commissioning practices and investment frameworks. Through effective stewardship of resources, the Executive Director ensures the department achieves value for money, supports system-wide reform, and enhances health outcomes. This position plays a pivotal role in supporting the department's mission to deliver high-quality, accessible care for all Victorians, now and into the future.

The Executive Director may also be required to support other teams across the division, including participation in out-of-hours rosters, emergency response communications, large-scale campaigns, and other high-priority projects.

About You

We are looking for someone who can:

Provide leadership that spans a significant proportion of the department's budget and financial management, including Investment and Commissioning. The role supports and enables effective decision and policy making, government coordination, corporate and strategic governance, and stakeholder management. The role supports the Health System Reform and Partnership Division to meet its objectives and obligations.
Lead and oversee the Branch, including the Governance, Support and Improvement Unit, and the Commissioning, Support and Improvement Unit, to provide authoritative and expert strategic advice and briefings required to departmental executives, Deputy Secretary, Secretary and the Minister for Health regarding health system demand and capacity responses.
Provide strategic financial advice and leadership on investment reform initiatives, ensuring the effective allocation and optimisation of resources across the Victorian public health system to support improved sector-wide financial performance and sustainable investment outcomes.
Ensure timely and accurate financial reporting and data provision to DTF and central agencies, facilitating informed decision-making.

Required Experience / Qualifications

Deep expertise in public sector financial governance, commissioning, and funding models, particularly focussing on achieving value for money outcomes.
Strong understanding of state government financial and policy processes, including cabinet and central agency decision-making.
Experience in leading financial reforms, driving efficiency measures, and advising on fiscal sustainability in complex, multi-stakeholder environments.
Risk and financial performance management expertise, particularly in relation to public funding and resource allocation.
An appropriate tertiary qualification in health, accounting, commerce, economics, political science, public administration or public policy.
