Purpose of the Position

The Senior Recruitment Officer provides specialist expertise and leadership in the delivery of end-to-end recruitment and selection services in accordance with organisational policy, legislative requirements, and the GORCAPA Enterprise Agreement. The role supports effective attraction, assessment, and appointment of talent by managing business as usual, complex or high-volume recruitment processes and providing practical guidance to hiring managers.The position builds productive relationships with stakeholders, coordinates recruitment activity across business areas, and monitors outcomes to ensure services are efficient, equitable, and responsive to organisational needs. Through professional judgement and experience, the role helps strengthen recruitment capability and supports the organisation in meeting its workforce requirements.

Key Accountabilities

Recruitment Service Delivery

Manage and deliver end-to-end recruitment and selection processes, including complex, sensitive, or business-critical roles, ensuring compliance with organisational policies, legislative requirements, and the GORCAPA Enterprise Agreement.Provide guidance to hiring managers on attraction strategies, role design, selection methods, and merit-based decision-making.

Stakeholder Engagement And Coordination

Build effective working relationships with internal stakeholders and external providers to support recruitment delivery.Coordinate recruitment activities across business areas to ensure alignment with workforce needs and organisational timelines.Support and share knowledge with team members to promote consistent practice and capability development.

Systems And Reporting

Maintain recruitment systems and data integrity, ensuring information is accurate and up to date.Prepare reports and insights to support workforce planning and operational decision-making.

Compliance & Governance

Ensure recruitment activities align with equal opportunity principles, privacy obligations, and relevant legislation.Support adherence to organisational governance, delegations, and approval processes.

What we're looking for?

Tertiary qualification in Human Resource Management.Demonstrated experience in similar end to end recruitment role with a sound knowledge of human resource practices (5+ years).Experience with a HRIS system e.g. ELMO (desirable)Experience working in a politically sensitive environment within a government authority maintaining discretion and confidentiality (desirable)

You have a proven track record in engaging, building and maintaining effective working relationships with a range of stakeholders to achieve desired outcomes.Professional and ethical approach with a high level of self-motivation and initiative.You have highly developed organisational, verbal and written communication skills with an attention to detail and creativity in an environment with competing priorities.Ability to reference and interpret relevant legislation, awards and enterprise agreements within varied industries.Demonstrated ability to work independently and collaboratively as part of a multi skilled team.

About The Great Ocean Road Coast And Parks Authority

GORCAPA is the dedicated Victorian Government entity entrusted with the care, protection and sustainable management of one of Australia’s most breathtaking and culturally significant coastal regions. Established under the Great Ocean Road and Environs Protection Act 2020, GORCAPA was created to address the complex and fragmented management of the coastline and ensure the long-term conservation of this iconic landscape.

GORCAPA is responsible for managing more than 170,000 hectares of coastal reserves, National Parks, Marine Sanctuaries and foreshores stretching along 355 kilometres of stunning coastline. This includes high-profile sites such as the Twelve Apostles Visitor Experience Precinct and Cape Otway Lightstation, as well as local ports, community reserves and critical marine environments.
