Mackay Regional Council is seeking an experienced and confident State Emergency Service (SES) Local Controller to lead the Mackay SES Unit and ensure operational readiness during emergency and disaster events.

This is a pivotal leadership role responsible for overseeing volunteer capability, coordinating emergency response operations, and strengthening community resilience in alignment with Council, Queensland Police Service and Queensland State Emergency Service frameworks.

About The Role

Reporting to the Emergency Management Coordinator, the SES Local Controller is responsible for maintaining the operational effectiveness of the Mackay SES Unit in compliance with the State Emergency Service Act 2024, Disaster Management Act 2003, and associated policies, procedures and memorandums of understanding.

Key Responsibilities

* Providing an effective and efficient SES Unit for the Mackay region
* Ensuring operational readiness through:
o Training and development of SES volunteers
o Safe management, use and maintenance of SES equipment, vehicles and facilities
* Coordinating SES resources and volunteers during disasters and emergency operations
* Acting as SES Liaison Officer within the Local Disaster Coordination Centre when required
* Promoting community engagement, volunteer recruitment and community safety initiatives
* Building strong stakeholder relationships across Council, emergency services and the community
* Supporting emergency management activities and programs as directed

About You

You are a strong leader with proven experience managing volunteers in demanding, high‐risk environments. You demonstrate sound judgement under pressure, communicate clearly, and build trust across diverse stakeholder groups.

Essential Qualifications & Experience

* Demonstrated experience in volunteer management within a high‐pressure operational environment
* Experience coordinating staff, volunteers and resources during emergency situations
* Experience delivering emergency or operational projects within defined timeframes and budgets
* Strong written communication skills, including report writing
* Current Queensland "C" Class driver licence
* Qualifications in, or the ability to rapidly acquire:
o SES Induction
o AIIMS Awareness
o TAMS
o Provide First Aid and CPR
o Participate in Rescue Operations
o Storm Damage Operations

Desirable

* Qualifications in emergency management and/or public safety (PUA12 or equivalent)

Skills & Knowledge

* Strong interpersonal and communication skills (written and verbal)
* Ability to manage difficult situations, negotiate outcomes and resolve issues effectively
* Well‐developed computer skills, including Microsoft Office and corporate systems
* Working knowledge of:
o Volunteer management principles
o Community engagement processes
o State Emergency Service Act 2024 and Disaster Management Act 2003

Special Requirements

* Eligible to apply for or hold a current Blue Card
* Active SES member or eligible to join the SES
* Appointment is conditional upon SES approval and continued appointment as Local Controller
* Ability to work outside normal hours, including weekends, as required
