The Program Manager role operates within a major transformation program focused on establishing whole of government ICT capability. The Program relies on a multi-partner approach including program assurance, design and implementation partners and digital platform providers.
The position requires program management and delivery leadership, as well as exceptional organisational skills, self-motivation skills and attention to detail. The applicant must have highly developed communication and engagement skills and experience in managing highly complex programs.
Reporting to the Executive Branch Manager, Major Programs, the Program Manager will be responsible for all aspects of Program planning and delivery and play a significant role in organisational change transformation.
**Key Responsibilities**:
- Lead a multi-disciplinary and diverse team of project professionals, ensuring that team members are fully informed and engaged as part of a collaborative one-team approach and work effectively and collaboratively to achieve the program objectives and vision.
- Develop robust and flexible governance processes and implement project management methodologies to ensure the department and other legislative requirements are adhered to.
- Ensure robust risk management processes and strategies (risk, assumption, issue, and dependency management) are in place and managed effectively.
- Develop and manage project plans, schedules, and budgets to ensure that the Program implementation is on track, in scope and within budget.
- Develop and maintain productive and influential working relationships with a range of key stakeholders including internal clients across the department's public service, and external system providers.
- Ensure benefit management, change management, communication and engagement plans are designed, developed, and implemented to support and enable whole of government Program outcomes.
- Provide strategic guidance on complex and/or sensitive correspondence, writing high-quality government documents such as decision papers, status reports, business cases and briefing materials.
- Work with a high-level of autonomy under broad direction while resolving issues and ensuring delivery of outcomes.
**Professional / Technical Skills and Knowledge**
- Formal qualifications in Program/Project Management such as Prince2, Agile would be highly regarded but are not essential.
- Extensive expertise delivering high value projects/programs with complex, and sometimes competing objectives.
- Proven high-level leadership and management experience and effective management of a diverse workforce to deliver agreed outcomes in a changing environment.
- Clear understanding of project delivery in an ICT and public sector government environment including government policies relating to procurement, records management, and probity.
- Highly developed skills in planning, leading and co-ordinating activities to manage and implement a program from initiation to final transition into operational, business-as-usual management.
- The ability to understand client requirements, collect data, deliver analysis and problem resolution. Identify, evaluate, and recommend options. Collaborate with, and facilitate stakeholder groups, as part of formal or informal forums.
- Track record in successfully delivering complex ICT programs and building strategic partnerships.
- Demonstrated ability to deliver high-quality outputs under tight timeframes. Plan, schedule, monitor and report on program-related activities.
- Demonstrated high-quality written and oral communication skills, including effective representation skills and strong attention to detail.
